Wild gibbons in Phnom Penh?

Was driving along st. 430 today (a couple blocks up from the back of Soviet Khmer hospital), and saw a large-ish black primate swinging along the power lines. Very clearly not a macaque. Nobody seemed very interested in it, so can assume it's perhaps a common sight in that area. Looking online, it looks very much like a black gibbon, but can't find any mention of those living in Phnom Penh (people trek out to the middle of nowhere in hopes of spotting one).
Is it possible it was a gibbon? If not, what? Someone's pet perhaps?
