She sold a real deal looking drone a couple weeks ago for around $700 or something.

Is there a technical difference in this "toy" and what most would call a "drone"?

I often see people using the term drone when referring to quadrocopters.
At least for us non-English first that long word is just painful to say
So when photo nerds where I live talk of them we always call them drone as a shorthand regardless of if its a super small one or a full size RED carrying monster of a flying camera. Context makes it obvious we are not talking about the US military drone type.

I think the technical difference is that a drone has a degree of autonomy, e.g. for moving between waypoints
