In some places, and when the parking guy does nothing for it, yes. It's nothing but small scale mafia.

You're not paying for the parking guy (directly), you're paying for the amount of space you're taking. Depends where you park of course, but I certainly don't think 2000r for a car is unreasonable near the riverside (or anywhere else where space is at a premium for that matter). You could always do what the locals do and just lounge around near your tuktuk until cops tell you to move.
