Cambodia News (Kompong Cham Province): On October 28, 2021, Oum Vibol, the director of the Department of Water Resources & Meteorology in Kompong Cham, disrupted the appointment ceremony of the new director of the Department of Public Works and Transport while allegedly being Intoxicated. He was later removed from the ceremony by the police to avoid any fighting and further humiliation.

After the incident, the governor of Kompong Cham province issued a public written warning and stated the behavior correction and punishment guideline to Oum Vibol, which begins as follows: 1. Drinking is forbidden at work...
