Import duties and VAT

Does anyone have a link for the government website for import duty rates (using the HS numbering system) and VAT status of products?

Cambodia’s National Trade Repository or NTR website is down and I am getting conflicting information.

That's perfect: zero duty but the product is vatable.

Do the customs at the post office allow a duty-free amount, including VAT-free on personal imports? I understood it to be quite low, about $60 but have no basis for that except memory when I imported a parcel from the UK and told them it was about $100. Then I got a bill for $24 duty and VAT.
