Strange times, strange behavior...
Cambodia News: According to Cambodian social media, an unidentified foreign man was filmed on CCTV doing something strange in an ATM. He got the money from the ATM, spat on the money, and then dropped that money in the ATM. After that, he left.

UPDATE: An unidentified foreigner has been detained after he was filmed putting his spit on some money and leaving it in the ATM. Nobody knows why he did such a strange thing, and the man was detained for questioning.

After a video was posted on social media, people asked the police to apprehend and question the foreigner who was suspected of trying to spread the COVID-19 in public.

It is bizarre, but I've watched the full video. To me it looks like he digs around in his higher pocket and then maybe spits on his hand? The bill came from the lower pocket on his cargo pants. It looks all crumpled up, not like something from an ATM and there's no sign of him putting a card in etc. 8)

He's an old bloke who needs to wet his finger to grab the paper note. That action is normal and habitual.

The note he leaves sure looks defaced. What the heck's with that?

How did they track him down to "detain" him?

Did they use ATM records to determine his identity and any identifying residence listed on his bank paperwork?

Are there staff sitting in an office watching ATM video feed in real time?

Or did someone report the errant bill, then staff perused through the footage and then asked police to canvass through the hundreds of police security cameras mounted on intersections all throughout the city, to track his movements?

Imagine doing something stupid like this and then 4 hours later, a gaggle of Khmer police dudes with shit-eating grins on their bloated faces, post up at your door.

i think guy is just tripping on some medicine or drug
and what for normal people - $100 bill
for unit in trip this $100 bill - culd looks like something different

He didn't "get the money from the ATM and spat on it" @CEOCambodiaNews. Maybe you should delete your original post.

It seems to me, he wets his finger to get out a bill from his trouser pocket, not 'spitting' on it. Still, it's saliva on the bill and certainly not something we need in these times. Although in normal times it might be a habitual thing to do, in these times it's certainly not and even more so, because he leaves it on the ATM machine for someone else to find.

After the face mask discussion, now this. Imagine this video making the rounds on Facebook (which, no doubt, is already happening). To the average Khmer it must become obvious the barang want to bring the virus on them...
