Try Pheap Inks $300M Seaport Deal With Hong Kong Company

Timber magnate Try Pheap signed off on a $300 million seaport project with industry heavyweight Hutchison Port Holdings on Monday, according to Kep provincial governor Ken Sotha, who attended the event.

The project will be the first wet port for Mr. Pheap, whose eponymous Try Pheap Group owns a variety of business ventures across the country, including two dry ports that rights groups have accused him of using to launder millions of dollars worth of illegally logged timber and export it to Vietnam and China. Mr. Pheap, an advisor to Prime Minister HE, denies the claims.

“The two companies held the signing ceremony in Kep province, but the international port is going to be built in Kampot province,” Mr. Sotha said on Tuesday. “Try Pheap said during the ceremony that the port will play an important role in serving sea transport and that the port will also be used to transport oil.”

The secretary of state confirmed the Asian Development Bank would fund the construction of ferry port at Kampot that will be managed by inland waterway authorities when it opens in 2018.

Costing USD8 million the ferry port will cover an area of 4 hectares and will have custom and immigration authorities for a ferry service that will link Kampot with the tourist island Phu Quoc in Vietnam.

Construction should begin early 2017.

That would be great, but it's not exactly the first time I've heard that plan being proposed.

Any one saw any master plans on these ? I always wondered how far apart will the ferry port, the oil port and industries maybe even merchandise port gonna be ?
It involves huge polders stretching far away from the coast as it is a shallow area.
This sounded crazy before and it still does to me.

I thought it was already being constructed ? On the road to Kampot from hw4 coming from SHV there is something being transformed for months now on on the coast area. Was told it was for ferry.

Construction of the international port area started months ago, not sure about the Phu Quoc ferry terminal, but the actual ferry has been conducting test runs over the past few months.

Phnom Penh: Construction of a port in Kampot province has been re-activated after a long period of silence. On the morning of April 24, the Tymoshenko Group signed a cooperation framework agreement on Kampot port with the international port company of Guangxi Province, China.

The agreement is that, in the first phase, both companies plan to build a deep-sea port, which allows large vessels to store 10,000 cargo. Tons of up to 30,000 tons can be docked, shipped and loaded, and will employ 500 jobs in the start-up phase, and the numbers will increase up to 1,500 more places over the next three years.

Seems this will end up like the port in Sri Lanka where the Chinese received a 99 year lease when the country could not pay its unneeded debts to PRC.
Even Australia's Darwin Port is leased by a Chinese company.

The PRC are establishing ports around the world to enable facilities for its Navy in the future.

Perhaps the Navy will use them, but owning the ports gives competitive advantage to China both in exporting raw materials, and importing their plastic tat.
China either profits from, or can just harass, competing shipments.
And then if the natives (ie their governments) misbehave the port might close for a few days until they come around.
This kind of critical infrastructure really needs to be controlled completely (ie owned) by the host nation.
