Villagers didn’t dare to attend the wedding as the groom is foreigner

Kampong Thom: According to Khmerload News: Villagers were shocked with a wedding ceremony in which the groom is a foreigner. Villagers started talking together about this and suspected that corruption must have been involved in this case. That’s why the local authority allowed a foreigner to get married with Cambodian woman which caused shocking in the village. However, the local authority and police both held no accountable on this case.

Related to the wedding between Cambodian woman and foreign man, the government had banned it as there were a lot of negative things happened resulting from the wedding between Cambodian woman and foreign man. In the past, a lot of foreign men came to get married with Cambodian women and then they were ended up being a sex slave and trafficked to other people. A lot of Cambodian women were victimized in China and many Cambodian women gradually rescued from China.

On 26 March 2016, at Trapeang Russey village, Kampong Svay district, there was a weeding in which the bride is Cambodian and the groom is foreigner. The bride named Yeom Siemly, Cambodian and the foreigner named Mark Jamebaron?, British. The approval letter wasn’t granted, however they still celebrated the weeding and no one came to stop the wedding. However, a lot of villagers who were invited didn’t show up as they were afraid that it couldn’t bring them trouble.

Mr. Lim Pad (village chief) said that before the weeding, they came to ask for the permission letter from him too, but he told them that he couldn’t make decision and has no authority to make regarding the weeding between Cambodian and foreigner. He advised them to talk to commune chief. A few days later, they started inviting people to the wedding. So he thought that they already got the permission letter. He added, Mr. Chheng Kry, the deputy chief of Kampong Svay district told him that if journalists or TV correspondents come to the weeding for inquiry, please tells him to call to me.

During the weeding, many people didn’t show up and most of the people who appeared at the weeding are either friends or family member and relatives of the bride’s family.

Not really.

As no one turned up they didn't receive any stuffed envelops to help cover the costs.

Same as Maori time, as long as it is up by the end of the day then that is classed as ''soon''.

The first part of the story seems to be from one writer and the second half another. Can't make head or tail of it apart from that they didn't get a letter and everyone in the village was afraid.

I'm fairly certain that she is the owner of Alices Pub in PP, and her Irish partner (translation of his name is incorrect in OP btw).

The Sangkat didn't give them permission to have a wedding party, or issue them a marriage certificate, because they either hadn't applied for, or were unsuccessful in their application for foreigners marrying Cambodian citizens through the MoFA and MoI, therefore they did not have the Authorization to Marry letter from the MoI.

It is not banned, however there are certain restrictions and criteria to be met, and the correct application procedure must be followed.

Plenty of couples still manage to have the ceremony and party without going through the official Marriage procedure, however palms need to be greased at the Sangkat, but they still cannot be issued an official marriage certificate.
