Crackdown on Cambodian citizenship docs for foreigners.

The Immigration Department warned Interior Ministry officials on Wednesday not to issue Cambodian citizenship documents, such as birth certificates and ID cards, to foreigners living in the Kingdom.
During the annual meeting of the National Police at the Ministry of Interior, Sok Phal, director of the Immigration Department, said he will take legal action against officials who issue any documents for foreigners who are not citizens.
“There are some officials who made birth certificates, identification cards, family books and other confirmation letters to foreigners. Please, stop issuing any confirmation letters to foreigners anymore and if they do, they will face an administrative penalty,” he said.
Mr. Phal did not mention how many foreigners received family books or identification cards, but warned his officials to be careful with creating family books for immigrants because it will make it easier for them to “hide” in Cambodia illegally...

I'm guessing that this is mostly aimed at Vietnamese living in Cambodia:
The report from the National Police stated that 1,372 immigrants were deported so far this year from 21 different nationalities, but 1,069 were Vietnamese.
But what's the legal situation for kids born in Cambodia ? If 1 parent is Cambodian, then the kids are also automatically Cambodian ? Can children of (legal) immigrant parents obtain Cambodian citizenship if they are born here and live here ?

Any child born to a Cambodian mother is automatically Cambodian. Being born in Cambodia doesn't make you Cambodian. Only the Yankee-doodles have that rule.

Many countries have citizenship by birth, or
Jus Soli.
All the dark blue have unrestricted Jus Soli, light blue have restricted Jus Soli.
The law actually says :
In 1996, Cambodia changed the law to only grant citizenship to children born to foreign parents living legally in the Kingdom of Cambodia (under Article 4(2)(a) of the 1996 Nationality Law).
Whether this happens in practice I don't know.

Do they refer to Vietnamese wants to have Cambodian citizenship , not barang?

Maybe you can find the article in the Khmer language news.
But, of course it is aimed at Vietnamese (and others) to keep CNRP supporters satisfied with CPP efforts regarding illegal immigrants. Election time is nearing.
