What is it about this place that seems to be attracting the (seemingly recent) influx of people there? Is it known for its beaches or natural beauty or something?

It really is a beautiful place, and in low season really pretty cheap to visit but it doesn't get the rains as bad as the the coastal beaches.

it's also rather known for being a party place... which could explain a disproportionate amount of the deaths that happen there, having a little too much fun and going for a swim in the dark can have dire consequences.

Sounds almost like this guy was a dive/swim instructor from the poor translation.
