Man with false drugs released after 5 months

A man held in pretrial detention for five months on a drug trafficking charge was released yesterday after a laboratory found that the white powder discovered in his room was a cleaning substance and not crystal meth or cocaine, as the police who arrested him assumed...
Judge Chanpiseth said that lab examinations of the substance seized from Mr. Sereyrath, found that it was a cleaning powder.

The six packets were “not drugs and there were no drug substances,” he said, adding: “The court has decided to drop the charge and order his release from prison today.”

The substance in the six packets was examined at a lab last month by the Ministry of Interior’s Anti-Drug Police. Tests found that the powder was a form of alums, which is often sold as a fake substitute for cocaine or methamphetamine.

I imagine that shooting that stuff up would be lethal ? How is this not a crime ?
