Police are searching for a high-ranking military officer following a traffic accident on Saturday night in Sen Sok district after which the officer reportedly fired a shot at the driver of the motorcycle he rear ended, before fleeing the scene when police arrived.

Municipal Military Police deputy commander Colonel Pou Davy identified the suspect as Brigadier General Heng (“Lucky”) who worked in the logistics department of the Defense Ministry, but said he was unsure of the general’s full name.

The general – who was driving a Lexus RX 330 with license plates identifying him as a member of the Royal Cambodia Armed Forces – hit the back tire of the motorcycle on Street 271 in Tuk Thla commune, police said.

They said the motorbike driver, 26-year-old Ream Khun, stopped his bike in front of the Lexus and refused to budge. He waited for its driver to exit the vehicle and resolve the accident with him, and then slapped the hood of the Lexus and cursed as the general failed to do so.

The general opened the door, got out, drew his pistol and fired one shot at the young man, police said, adding that the general’s aim was off and Mr. Khun was left unscathed.

Municipal Military Police Chief Lt.-Colonel Maing Sokluch said the Lexus had been impounded at police headquarters. “So far, we have not arrested the suspect, but we his identity,” he said yesterday.

He said police were ready to arrest the general but added: “We are waiting for him to explain himself and resolve the incident with military police.”

This even happened at 9:30pm on 27 February, 2016 at traffic light 2014. This solider officer had driven to park the car at his house nearby Steng Meanchey old market, Steng Meanchey commune, Meanchey district.

The source showed that, the man who had made the case is a one- star general, Heng, who works at Ministry of Defense. The victim's age is 27, a motodop who lives at a rental house at Tek Tla commune, Sen Sok district, Phnom Penh.

According to the victim, he was driving a black motobike, Viva 2006, plat number 1l2354 along street 182, crossing to street 271 and suddenly, there was a white car, Lexus RX330,plate number 0226882 Kemarak Phumen, who was speeding and ran him off the road. He tried to follow the Lexus and said to him "why are you driving so crazy?". Having heard this, the 1-star general shot at him, and luckily missed.

The one-star solider, who committed the case tried to escape, but the victim tried to follow his car, shouting to get people and the police. Then the police arrived at the scene and followed the general home.

Suddenly, police intervened and arrested the perpetrator and a man who claimed to be his relative in front of his house for further questioning at Police Department.
