Body of an Unknown Black (African?) Man Found Dumped in Phnom Penh; Police Suspect Foul Play

A black man's dead body was found on the sand and appears to be a criminal case
Phnom Penh, Cambodia: A black man's dead body was found on a sand, 60 meters from the street at 8:10pm on February 25, 2016 at Prek Tayorv village, Chak Ongreler commune, Mean Jey district.
According to Koh Santepheap Daily News, the police think it might be murder because the man has injuries to his head.
According to statements from residents in that area, the man's dead body was found when they looked for the source of a foul smell.
Police say the corpse is of a black men of African descent who appears to be about 30 years old, wearing black shoes, plaid shirts and a red t-shirt.
At this stage the body of the man has not been identified. They can only assume foul play and not accidental death because of the injuries to his head. However, the police need to do an autopsy to make sure before they can be sure about the cause of death.
