Kandal: According to Kampuchea Thmey Daily News, A man among four men was arrested in Kandal province for gang-raping a 14 years girl. They got her drunk and then gang-raped her.

Police said, on 17 November 2015 around 04:00 pm, the victim came to police station and filed complaints against them. The gang-raping happened on 16 November 2015 around 09:00 pm at Dam Nak Pring village, Tom Nop Thom commune, Pongear Ler district, Kandal province.
The victim is 14 years old, factory worker, she lives in Ampel Dam Tuek village, Vihear Loung commune, Pongear Ler district, Kandal province.

Suspects:
1. Sean Sambath, male, 23 years old, laborer
2. Pov Kong, male, 20 years old, laborer
3. Thoul, male, laborer
4. Koy, male

Three suspects are on the run.

Police said, before the incident, around 4:00 pm, the victim left the factory and then she was called by those four men to join them drinking near Oudong market. Then, the suspect named Pov Kong brought her to his home and they bought more beer to continue to drink. They forced her to drink until she got really drunk. Around, 09:00 pm, the victim walked to the kitchen to pee after that suspect named Sean Sambat brought her to the ben inside the kitchen and started to rape and later they took turn raping her.
After having received the complaints, police arrested one of the suspects named Sean Sambat and sent him to district police station for further legal action and is searching for other.

I don't think the factory would accept them if they are underage. Some workers hide their identity.

That is particularly may victim blaming. Being drunk is not an excuse for gang raping a child nor is it in any way the victims fault.

I didn't blame her. I meant she drank too. Normally women must be hard to help herself when she is drunk. Another point is she should have known that being alone with guys is not safe in doing so.

Police jail one, seek three over gang rape



Police in Kandal province arrested a man on Tuesday for allegedly taking part in the gang rape of a 14-year-old garment worker the night before.

Daun Narin, a commune police chief in Kandal’s Ponhea Leu district, said that one of the four suspects, also a garment worker, was arrested at his home in neighbouring Kampong Speu province.

“We know the identity [of the other three suspects] and are seeking to arrest them,” he said.

“We will arrest them soon.”

Narin said that the underage victim and two of the suspects worked at the Wat O garment factory near Oudong town.

The presence of underage workers, who often falsify their birth date in order to get a job, remains a widespread phenomenon at factories.

After work on Monday evening, the two suspects called the victim and invited her to have drinks near Oudong market, eventually meeting up with another two men.

“At 8pm, the victim left a drinking spot to urinate in a nearby bush, and the suspects followed her and raped her, but the local villagers did not hear her yell for help,” said Narin.

Sreng Srong, Ponhea Leu district deputy police chief, identified the arrested suspect as Vy Sambath, 23.

The other suspects are Pov Kong, 22, a garment worker, along with construction workers Keo Kuy, 27, and Soeun Thol, 28.
