Pedestrianizing Phnom Penh Riverside

The long-awaited transformation of multiple streets in the Riverside area into pedestrian zones is finally set to happen. These streets will become pedestrian-only from 6 pm to 11 pm. Work is scheduled to commence in May, with all pedestrian streets expected to be ready for the New Year 2025 celebrations.
Phnom Penh new pedestrian streets spans 57 hectares in the Daun Penh district, encompassing a vibrant mix of shops, restaurants, hotels, bars, and entertainment spots. Work is scheduled to launch in early May 2024, it aims to cater to both local and international visitors for shopping and nightlife, with completion set before the Global New Year celebrations in 2025.
Mr. Sam Piseth, Director of Phnom Penh's Department of Public Works and Transport, detailed the three zones comprising the pedestrian street's 57-hectare area.
The first zone, located in front of the post office:
North: Street 94
South: Street 106
West: Street 13
East: Sisowath Quay (designated as Food Street and Shopping area).
The second zone's boundaries are:
North: Street 106
South: Street 184
West: Street 13
East: Sisowath Quay (designed as the Pop Street area).
The third zone, Pedestrian Street Zone 3, is bordered by:
North: Street 184
South: Sihanouk Blvd
West: Street 07
East: Sisowath Quay (organized as a recreational area).
Mr. Sam Piseth emphasized that these zones will be transformed into lush green spaces with well-lit gardens, equipped with amenities such as toilets, temporary parking, and a variety of shops, eateries, and entertainment venues. Once completed, the pedestrian street will be open to visitors, offering shopping and enjoyment opportunities from 6 pm to 11 pm.

Few years ago there was proposal by Ses Aronsakda for pedestrianizing the Riverside area.

Sounds great but where are people going to park their motos or SUVs? And no mention of the giant bridge that's about to go up on top of the Night Market all the way across the rivers.

At night, most streets are pretty empty of parked cars, so I would say most of the cars seen on streets during day time are mostly used by visitors. I know few people who live in those areas and they already now park their motos and cars block away for the night as they don't want to leave vehicle on street for the night and they are not able park in true khmer style in their living room for various reasons.
And if there's need, it can be done as it's done in most cities around the world; only one end of the street could allow cars and motorcycles who need to access property. And planting boxes, seating, and other obstacles can be strategically placed to allow only one-way traffic and encouraging lower speeds.

Looks like some streets are being downgraded from a '' bang '' street to a '' pop'' street.

There'll be people riding motorbikes along these pedestrianised streets all the time I'd imagine
I'd be completely amazed if everybody follows the new rules when introduced

So the big lot that used be a park behind the Night Market is now parking lot (it's been like so for some time already actually, as thats where my friend has kept his car for a while now). Few hundred meters from that there are the big underground parking facilities next to Vattanac Tower. And then there's, what looks like street parking around all closed streets.

Can you confirm that streets 13 and Sisowath quay remain active all the time, and the only north/south streets affected are 5 and 3?

Is the night market going to be lost to the on/off ramp of the bridge reaching ground level, or will it be elevated for a distance allowing for the survival of the market, and perhaps even some under-ramp car parking?
There is a very long run of about 1km between the night market and Monivong.
