Kind foreigner left $100 for the person who crashed him

A foreigner left 100 USD for the victim even though the victim drove motorbike to hit his motorbike and fell unconscious.
Phnom Penh: A man fell completely unconscious as he was drunk driving then hit another motorbike driven by a foreigner that resulted, he was passed out and the foreigner got little cut on his leg. After that the foreigner left 100 USD with the bystander for the victim and said (In Khmer) the unconscious man was drunk and he drove his motorbike to hit me, and then he (foreigner) left the scene. This accident happened around 10:40 pm on 12 July at street 51 corner street 136, Phsar Thmey 2, Daun Penh.
According to witnesses, before the accident happened there was a silver alpha wave with no number plate driven by a drunken Cambodian in the direction from west to east along street 136 then hit a scoopy mini driven by a foreigner who was driving along the street 51 in the direction from north to south. The accident caused the Cambodian man to have been passed out and small cut on the foreigner leg.
Later on, the foreigner was speaking in khmer [he was drunk and he drove his motorbike to hit me which made him to fall conscious]. He then left 100 USD with the bystander for the victim and picked up his motorbike and drove away. After having received the money from foreigner, the bystander handed it to police to give to ambulance driver who was bringing him to the hospital.
