Police arrested Ms. Souy Sreyoun the director of Bethel Children's Home of Cambodia NGO organization for physically abusing an unable boy.

Phnom Penh: Around 4:00 pm, police arrested Ms. Souy Sreyoun, the director of Children house of Cambodia (Bethel Children's Home of Cambodia NGO) after she had been accused of physically abusing children at Bethel Children's Home of Cambodia NGO.

Police are searching for her boyfriend for questioning.

Police said, four children were taken away from Bethel Children's Home of Cambodia NGO and were left temporarily at Mlop Russie organization.

Ms Souy Sreyoun is 23 years old, the director of Bethel Children's Home of Cambodia NGO and her boyfriend were accused of physically abusing children and having sexual intercourse in front of children according to a letter written by Ms. Chloe Flanagan ( a sole donor Bethel Children's Home of Cambodia NGO organization) sent to the director of Social Affairs, Veterans and Youth Rehabilitation department of Phnom Penh.

As usual, Mr Srous Ong always came home late at night and he is a drug addict. Children also had seen him beating his girlfriend a lot of the time too.

However, It seems/reads like the Khmer director had opened an organisation previously in the Stung Meanchey area which had been shut down for child abuse...but she then bypassed some weak laws to open this new organisation in Chbar Ampov.

And looking at the Bethel Children's Home FB description and reading between the lines of the Nokorwat article...I'd guess this is possibly an unregistered NGO or a very small scale operation that wasn't properly following rules and regulations. (But no firm evidence of that: just a hunch)

Four children were removed yesterday from Bethel Children’s Home of Cambodia and the centre’s director was arrested in Chhbar Ampov following a complaint alleging child abuse and neglect, including forced labour and sexually inappropriate conduct.

Em Chanmakara, a secretary general of the Disability Action Council at the Ministry of Social Affairs, said three boys and one girl, between 5 and 10, were removed from the home in response to a complaint made by Chloe Flanagan, a donor and the founder of the centre, which opened in 2014.

The document states that director Soy Srey On, 23 – who was arrested – and her boyfriend, Ung Sras, 24, neglected the children’s hygiene and hit children with sticks, including a child who is mentally and physically disabled.

“Both [parties] are involved in beating the children, forcing them to clean toilets, and clean the centre, which is overwork for children,” Chanmakara said.

“They even had sex with each other and let children watch.”

Chanmakara said the donor provided about $500 each week for the children’s meals and school expenses, but the couple had “pocketed” the money.
