American Arrested for Abusing Underage Girls in Phnom Penh

Phnom Penh, Cambodia: Police arrested an American man Friday night in Phnom Penh after they allegedly caught him sexually abusing a 12-year-old girl in the presence of two other underage girls, an official and an NGO said Sunday.

Pol Phiethey, director of the Interior Ministry’s anti-human trafficking department, said Sunday that police arrested Brian Naswall on Koh Pich island in Chamkar Mon district’s Tonle Bassac commune.

“I can only tell you that that guy is American and he will be sent to the court tomorrow,” Mr. Phiethey said, declining to provide further details.

Samleang Seila, country director of anti-pedophile NGO Action Pour Les Enfants (APLE), whose organization assisted police in their investigation, said commune police arrested Mr. Naswell in the act of abusing the 12-year-old.

“He was caught red-handed by the local police,” he said.

Mr. Seila said that six alleged victims had come forward so far in Phnom Penh to give statements and he expected more victims would be found as the investigation progresses.

“Police are also looking at other witnesses and victims as well as digital evidence,” he said. “They suspect he was producing pornographic material.”

According to a statement released Sunday by APLE, Mr. Naswell allegedly lured the girls to a quiet area on Koh Pich island with the promise of money before abusing the 12-year-old.

The statement also identified Mr. Naswell as the CEO of Aero Cambodia, a Phnom Penh-based aviation firm that operates throughout the country.

Mr. Seila said that because Mr. Naswell traveled frequently as part of his job, APLE suspects his alleged abuse could be widespread.

“Police are looking [today] to finish up their inquiry with witnesses and possible victims and send the case to court,” he said.

In another case on Thursday, the Preah Sihanouk provincial court sentenced Philippe Broaly, 50, the former director of NGO Enfants du Cambodge, to 14 months in prison for sexually abusing five boys in his care.

The court, however, suspended his sentence and only required him to serve eight months, allowing him to walk free in a matter of weeks.

What can you expect. Last year CNN did a very good advertising programme , seen world wide, on how you could pick up underage children in Cambodia.

For what it's worth, I can't find any criminal records on the guy in the US. Looks like he lived in Tulsa and Los Angeles. He filed bankruptcy in Oklahoma in 1995, a couple of speeding tickets, divorce, a couple of lawsuits against him in 1999/2000 for debts (even after his prior debts were discharged in bankruptcy). Standard stuff. Maybe GONK can find something else.

the "everyday in cambodia" one,
as they say in the media, theres no such thing as bad publicity, while you might deter a few you are also educating others.. that never knew of places like svay pak and with comments like "it still goes on every day here, maybe 100 western men visit Svay Pak daily"

I had heard of Svay Pak before, but not really know about this place. I also had seen some videos about this place talking about young sex worker. This is a good article to read

Svay Pak is an ethnically Vietnamese village located in the Russey Keo District of Phnom Penh, Cambodia.[1] Svay Pak is also known as Kilometre 11 or K11. It is an infamous center of child prostitution.

Economic situation

The brothels in Svay Pak are in direct competition with each other and see little advantage in cooperation even when faced with external threats (i.e. police). Sex workers from different brothels do not usually associate with workers from another brothel. This is due to personal differences as well as the competition for clients. Sex work, particularly acts that involve underage workers, were a cornerstone of the local economy. At any one time it was estimated that over 300 commercial sex workers lived and worked in the Svay Pak area.[3] Virgin children were sold for a very high price ($400–600) which is then continually lowered until they are worth only a few U.S. dollars. Some brothel owners are willing to put their workers under hymen-reconstruction surgery in order to create the appearance that their workers are still virgins.

So why haven't at least some NGOs based their offices in this district to tackle the problem more aggressively? I mean I couldn't believe that in 2015 that other guy that was featured in this forum was allowed to walk hand-in-hand with a very young girl. What are these NGOs doing with their money and time?

APLE assisted police with the arrest of Brian Naswall, according to the OP.
