Cambodia's Quarantine and Lockdown Escapees (Regular Updates)

A number of escapes from Cambodia's quarantine facilities have been reported this month, so CEO News is now starting up a thread on the Cambodians and foreigners who are illegally leaving their quarantine sites, in order to monitor the amount of real time escapes from quarantine centers.
The most recent escapes concern Cambodian migrant workers returning from Thailand, who want to return to their wives, children, and family homes.

Cambodia News, (Banteay Meanchey Province): A Cambodian worker has run away from the Chattalysak Center at Samdech Ov High School, Level 2, Serey Sophorn City. Authorities in Banteay Meanchey Province are cooperating with the relevant provincial authorities to help find and bring the Cambodian worker back to the quarantine site.

According to a joint official at the Chaktalisak Center, the Cambodian worker was identified as Kong Set, a 30-year-old male resident of Sen Chey Village, Saem Commune, Choam Ksan District, Preah Vihear Province. The man, a worker from Sa Kaeo province, Kingdom of Thailand, escaped from Chattalisak Center, Samdech Ov High School, Banteay Meanchey Province, on the morning of February 18, 2021.

If any people see this person, please report to the authorities immediately and do not stay near this person. Although this man has not been tested positive with Covid.19, he may be contagious with no symptoms. Please think of your children and other family members. This man is required to quarantine for 14 days and then he will be released if he is not sick or infectious.

Two Hotel Guards Arrested for Allegedly Helping Women Leave Quarantine

Two security guards have been arrested for their alleged involvement in allowing four Chinese women to leave Covid-19 quarantine earlier this month, sparking the latest coronavirus cases.

Prime Minister HE said on Saturday that Sokha Hotel security had allowed the four women to leave quarantine, with two of them later testing positive for Covid-19 after others in the cluster received tests in order to go overseas.

With 35 more Covid-19 cases announced Monday morning, the country had an official count of 93 active coronavirus cases, the most so far recorded at one time in Cambodia.

Phnom Penh Municipal Police spokesperson San Sokseyha said on Monday that the two guards were being held at the Chak Angre Health Center in Phnom Penh to undergo two weeks of quarantine, and would be punished when the period was over.

He would not specify when the arrests were made, the details of their alleged crimes, whether they worked for Sokha Hotel, or whether they faced potential criminal charges.

But the two guards would be fined under a recent sub-decree related to quarantine measures, Sokseyha said.

“As a first step, we cannot do anything yet because we are worried that [they] may be infected with the virus,” he said, though he did not say when they were tested.

Under a sub-decree passed last week, those who facilitate the evasion of quarantine can be fined 10 to 50 million riel, or about $2,500 to $12,500.

The video showing the Sokha Hotel security guard caused many angry social media comments from the public.

In reaction, Phnom Penh Municipal Governor HE Khuong Sreng has informed the media that the security guard of the Sokha Hotel, which evacuated the four Chinese women from the Chattalysak site, would be fined by the government sub-committee without exception.
"At present, the security guard is in the process of monitoring whether he is sick or not. First of all, we need to save his life so that he can take care of his life first, and then we will be sentencing him for violating the sub-decree. "

Does Sokha have quarantining and regular guests both staying there? That makes it hard to tell when someone walking out is supposed to be in quarantine.

Hello everyone

I decided to create an account after reading lots of stuff about what supposedly happens at Sokha, having recently been there myself, maybe I can be helpful

Sokha does - as far as I know - have both quarantining and regular guests staying there. However, quarantine guests are held entirely separately, and enter and leave through a separate entrance that has a separate set of staff and an area for tests in the morning, and registration after guests arrive. I'm assuming this is what would normally be the freight area. I also believe that entire floors are held exclusively for quarantine guests (for example, no one on my floor was going in and out of their rooms).

As a quarantine guest you only ever see the back entrance, you also leave through the back entrance, and your key card should not allow you to access other floors. So a quarantine guest shouldn't be able to just up and simply walk out the front door, especially since quarantine guests' passports are held by the quarantine registration area until check out. Additionally, guests are under instruction never to leave their room, and security is patrolling all of the time to theoretically make sure no one leaves their room. Obviously, in this case that appears to not have been effective. For what it's worth, during day time hours you also constantly have housekeeping moving up and down the hallways delivering bottled water and fresh towels, and room service staff bringing items to people's rooms, since you order food at your own requested time.

What I will say is that since the most recent quarantine procedure has been in place, on the day of the test (day 13) and exit (day 14), it was easy to simply cruise down to the quarantine registration area at the appointed times.

I believe he is referring to the claim by the Chinese Govt. that the virus arrived in China on imported frozen food.
