RCAF Officer in Lexus Does Hit and Run on Monk on a Moto

Cambodia News (Kampong Thom): On April 22, 2020, a Lexus car with RCAF (Royal Cambodian Armed Forces) plates smashed into a motorbike, which was driven in the opposite direction on national road 6, Thnol Bek village, Kampong Svay District, Kampong Thom.
Two people on the motorbike got seriously injured; they were identified as the driver, Lon Chana, a 17 year old boy, and a monk named Peung Pom, 20 years old. They were sent to the hospital for treatment.
After he caused the accident, the car driver, Kan Sokchea, a 30 year old military officer, drove away from the accident scene without stopping, in his Lexus, car plate no. RCAF 2-2946. However, the Royal Gendarmerie later caught up with the runaway officer in Balang district and took him into custody. He was then sent to Kampong Svay police station to follow the legal action.

Oh man, he hit a monk.
That's some bad karma right there.
I bet in his next life he comes back as a pangolin rectum and gets slurped up by some fat-arsed chinaman in a hot-pot restaurant.

Isn't there some kind of specific protection for monks? Aren't the a protected category of person, if not legally but socially?
He was wearing the saffron robes so that's like a hi-vis vest except more visible, so he can't deny he knew who he was hitting.

Every time I take a moto or tuktuk and the driver tries shit like that he will hear it from me.

You know that road has two sides right? (the road allows simultaneous travel in two directions at once. Modern technology is amazeballs). So, it's very possible to be coming in the opposite direction.
He's a hit and run driver, nothing justifies that.
