An electronic application form has been launched this year by the Ministry of Interior’s General Department of Immigration, which aims to record data about foreigners living in and visiting Cambodia. However, the new measure has raised some concerns among some foreign residents.

General Department of Immigration spokesman General Keo Vanthan yesterday confirmed the said gathering of data, saying the government has mandated all foreigners who live in Cambodia to fill in the form as it needs to record data about the Kingdom’s foreign residents and visitors.

“Owners of hotels, guesthouses, condominiums and houses are obligated to fill these forms. The owners need to report to the police about the foreigners staying in their properties within 24 hours of accommodation,” said Gen Vanthan.

The application, called Foreigners Present in Cambodia System (FPCS), was created late last year and launched in January. According to its homepage, the application will record information about foreigners upon their arrival in Cambodia, as well as their departure from the Kingdom.

I am confused and who really gives a shit where it was first

As for the form: well, guesthouses and house owners always had to report on the foreigners in their buildings, this is just the electronic version of it.

In the original post it was suggested that every foreigner had to personally report on his/her movements, but I don't think that's the case.

It could be part of the drive to survey Vietnamese migrants living in Cambodia. From the link above:
Last year, the Ministry of Interior reported 81,864 out of 182,673 foreign nationals surveyed in the Kingdom hold invalid documents, noting majority of them came from Vietnam.

In February 2019, the General Immigration Department reported since August 2017 police have seized 7,066 counterfeit documents used by foreigners.

Wouldn't it be great that they update the database while foreigners are present at the immigration counters? Back in my mind, i thought PM is encouraging more tourists into this country to boost the economy?

General Department of Immigration: Today, on the morning of March 10, 2020, Lieutenant General Ouk Haysala, Deputy Director General of Immigration, together with HE Kith Chantharith, Director General of the Immigration Department, held a meeting at the Provincial Police Department to introduce the Foreigner Presence in Cambodia System( FPCS) .

At the meeting, Lt. Gen. Ouk Haysala conveyed the recommendation to Prey Veng authorities to manage foreigner presence by using this FPCS system.

HE Ouk Haysila also advised the police to pay attention to how to use the FPCS system in order to train and give instruction to owners of hotels, guesthouses or residences occupied by resident foreigners.

After that, the FPCS System Management and Management team made a presentation on how to create an account and how to use the FPCS system.

It should be informed that the purpose of the introduction of the Electronic Foreigner Management System is to facilitate the management of foreign visitors to Cambodia.

So far, some foreigners have committed various crimes in the provinces and have been hiding in lodges, hotels, casinos. In this situation, when foreign authorities seek to enter the country, it is difficult to find the culprits.

The use of FPCS (Foreigner Presence in Cambodia System) identifies all foreigners and goes into the competent computer management system and facilitates finding foreigners, especially transnational criminals living in Cambodia.

The local sangkat police have always done this. Where this database is, is anyones guess. Have you ever seen a computer in a local sangkat or police office?
