I know some long term posters on this forum are tired of my harping on the issue but while all of us are in the dark, especially retirees and maybe foreign students studying Cambodian, the whip keeps getting cracked without any clarification who should receive the lashes and who should escape unscathed.

One way would be to invalidate the visas. The fee for overstaying the visa is, unless it's changed, $5 a day. Perhaps that is what they are doing.

Since lucid statements from the ministries of labor and immigration are so vague, I hesitate to say you are wrong. But I think it is in addition to visa penalties since the work permit is specifically mentioned.

If the work permit becomes a dependency of a valid visa after a certain amount of time then, I can't believe I'm saying this, it makes sense to invalidate the visa and impose the penalty for remaining in the country without a valid visa.
