Body of Congolese Man Recovered After Koh Rong Diving Accident

Koh Rong, Sihanoukville province, Cambodia News: The body of a Congolese man, identified as 24-year-old ADIREL GARLEY EDNICK MPINI , was recovered by divers after a diving accident off Koh Rong Island near Sihanoukville on 19 February 2020.

According to the owner of the diving boat, the incident occurred about midday yesterday, at about 23 meters depth, about 60 meters offshore from Koh Rong San village on Koh Rong Island. It took the rescue team, consisting of police and local expat divers, a number of hours to locate the body which was recovered at 3pm that afternoon. Sad news. RIP.

Could he swim? You'll be surprised how many people (think Chinese) attempt to learn to dive without knowing how to swim.

Doesn't say he was learning to dive. So the answer would be yes. Part of the certification process is to swim. You are correct, many do take the course & cannot swim, even more peculiar is (in my experience) the fact that the swim is one of the very last parts of the course.
