Illegal Foreigner Gets Deported from Cambodia to Laos

Stung Treng , Cambodia News: At 12:30 pm on 17 February 2020, police at the Trapaing Kranh International Border Police Station in collaboration with Lieutenant Colonel Sor Ratana, Director of the Bureau of Investigation and Immigration Department, deported ILLIA MIASNIKOV, a 50-year-old foreign man, from Cambodia to Laos.

The foreigner was arrested by Siem Reap provincial police on 28 December 2019 for staying in Cambodia illegally. It is not stated why he was sent from Siem Reap to be deported through Trapaing Kranh border gate into Laos, but there is an extradition treaty between the two countries, or he may have crossed the border into Cambodia from Laos illegally, so he is being deported at the point of entry.

That would have been interesting, but unfortunately, according to your link, the Illia Miasnikov, 'Boss' at Diamond Travel has been working there for 54 years, and the deported suspect is reported to be aged 50.
There is another internet mention of a Russian national with the same name, who was working as a security advisor at the Russian Convenience Center in Pattaya, Thailand, in 2013. If it is the same person, he has lost a lot of weight. (Second on the right in both photos.)

Wow this is an interesting story. I wonder what happened to him after he landed in Laos? I guess he would have only had a few dollars in his pocket when he crossed. Then in a chaotic Laos bus station far away from everything.

Do other broke expats get dumped by Cambodia into Laos?

Surely the caption is wrong and he's pictured at left and right in those two pics, respectively? I can't find the original article but I think @pczz is correct if this speculation is anything to go by:

Just how much will get reported in the media is doubtful though as such cases move out of media's interest once the arrest headlines are over and much investigation result will logically be withheld. It would normally take weeks or months for any full trial anyway."
