117, 119 is HOT: But foreigners using the English language to report crime are to do so via Telegram (+855) 097 9117 117

The National Committee for Counter Trafficking (NCCT) is urging the public, national and international communities, and foreign diplomatic missions and embassies in Cambodia, to provide information on human trafficking and other transnational crimes by contacting Cambodian authorities through the hotline and social media.

Chou Bun Eng, a secretary of state of the Ministry of Interior and vice-chairwoman of NCCT, said yesterday the public could seek assistance via the Facebook pages of “Samdech Krolahom Sar Kheng, Cambodian Deputy Prime Minister”, “General Commissariat of National Police” and “General Department of Immigration – GDI”.

Calls can also be made to Hotline: 119, 117, and (+855) 031 201 2345, or the English Hotline via Telegram (+855) 097 9117 117.

“We receive about 1,000 calls on our hotlines and we look at each and every case and those that are bona fide will be handed to police for action to be taken.”

“In the past year, Cambodian authorities were besieged with requests for intervention from foreigners and foreign diplomatic missions and embassies to search and rescue their citizens.

“We have rolled out an operation plan to scale up our campaign to fight against all forms of human trafficking, forced labour and sex trade.

“We have also created a ‘Board of Command’ tasked to directly lead and conduct suppression and victim rescue operations,” Bun Eng said.

Police officer Long Serey Vuth mans the 117 hotline together with 11 other team members.

“We get about 10 calls a day and many various cases are reported including human trafficking.
“We will take down details and send the reports to our superior officers for further action

“We do not have English for 117 hotline, but if any foreigners want to seek help, they can contact through Telegram (+855) 097 9 117 117, where English is used,” he said.

In the event that anyone has reason to contact any of the numbers given, how can they be sure of confidentiality, if this is required? The numbers from which they call are registered and traceable and this could put them is extreme danger as it is quite possible that certain organizations have easy access to them.

Probably a valid point. I’d say there is no assurance of confidentiality, for various reasons.
However, having an English language reporting line could be quite a good idea. Or simply not. It will depend entirely on the integrity and professionalism of the system.

But it’s a start.

40 more foreigners request intervention from anti human trafficking helpline
General Khieu Sopheak, Secretary of State and spokesman for the Ministry of Interior, has confirmed that 40 more foreigners – amongst them Chinese, Malaysian, Vietnamese, Taiwanese and Indian nationals – have requested intervention from the anti human trafficking helpline.

The spokesman said that, for September 9, 2022, Sar Kheng, Deputy Prime Minister, Minister of Interior and Chairman of the National Committee for Combating Human Trafficking (NCDD), received 21 more complaints requesting intervention in cases of detention and trafficking.
The general stated that the complaints came from 13 Chinese, 1 Malaysian, 4 Vietnamese, 8 Taiwanese and 14 Indians

From August 18, 2022 to September 9, 2022, a total of 175 complaints related to the request for intervention to rescue foreigners who were claimed to be in detention. were received.
