I never saw this news item posted. I apologize if it has but it's not in this Cambodia news forum.

For all the words in the story, there's not much content to start worrying about and the timeline for a draft and implementation could be a year or two. However, one never knows if there will be some surprises.

Lots of change in the SEA region these days that could affect expat residents.

The Ministry of Interior on Tuesday said it had formed a working group to draft amendments to the Law on Immigration.

Its secretary of state Sok Phal told The Post that the amendments will strengthen the management of immigrants in line with the current situation.

Made up of 12 members, he said the working group will ensure the amended law applies more effectively to all classes of immigrant.

If you can afford to do that you are a positive contribution to society.

If you read the whole article, you can see that this is primarily about the government crackdown on ethnic Vietnamese living in Cambodia, and has nothing to do with westerners. Many ethnic Vietnamese who have lived in Cambodia all their lives are being stripped of their rights because their immigration documents and family papers are being revoked by Cambodian authorities.

A report issued by the General Department of Immigration showed that as of July 17, last year, police had revoked 37,441 administrative documents held by 20,093 families. This involved a total of 69,871 people.

Ten nationalities were affected, most of them Vietnamese. The improper documents included ID cards, residence and family books.

I think everyone read the article. Independent of what it said or their reasons for undertaking this task, when was the last time any government redrafted immigration laws and the result made things less burdensome and more pleasant for immigrants? No government ever removes compexity from a system. Governments fix problems by layering more laws over an existing structure to plug any holes that might exist in current legislation.

The net effect of any new law will be that any flexibility existing in the current system is going to be further restricted by adding more beauracratic hoops that everyone has to jump through. Just because you may not be one of the primary nationalities for whom they are building the new system, doesn't mean you are going to get a pass on compliance with the new, more rigid structure.

As I said, I think the focus is elsewhere.

General Sok Phal, director-general of the General Department of Immigration, said authorities had found more than 70,000 foreigners, mostly Vietnamese nationals, holding improperly issued documents during a recent crackdown. Mr Phal said that five nationalities make up the 70,000, including Vietnamese, Lao, Chinese, Thai, and Bangladeshi.

He added that the holders of such documents will be deported in the future. “We will not kill them like the Lon Nol or Pol Pot regime,” said Mr Phal..

One of the biggest attractions about Cambodia (not the only one, but a large one) is the ease of obtaining visa's and the ability to reside here relatively hassle free, compared to many other countries.

If they were to clampdown and put Cambodia on an equal footing as other countries in terms of the red-tape and bureaucracy, I wonder what impact that will have on the expat population, and whether, overall, that would be a net-gain or net-loss for the KOW.
