200 Illegal Building Sites Found in Banteay Meanchey; 50 Constructions Suspended by Authorities

Building sites across the country are now being inspected for safety, following the catastrophic accidents in Sihanoukville and Kep which cost the lives of so many construction workers and their families. Let us hope that these zealous inspections continue.

Authorities Halt Construction at 50 Sites in Banteay Meanchey

Nearly 200 construction sites in Banteay Meanchey province have been found to be under construction without a permit or to be violating building standards, the provincial land management department said on Thursday.

Fifty of the constructions have so far been suspended, it said.

Eng Narith, the department’s director, said the suspensions aimed to protect the lives of people.

Thirty-six people, including six children, died after an under-construction building collapsed in Kep province last week. Labor groups have called on the government to more strictly enforce building standards after officials said the construction had been violating the terms of its permit.

“As a first step, we’ll work on the at-risk sites. We’ll check techniques, the quality of the construction and legal regulations. If they fall short of any among the three, we will close them down,” Narith said. “For instance, constructions that have a permit but have built more floors [than permitted] … that is what is wrong.”

The Kep construction had risen to seven floors despite a permit for fewer stories, officials have said.

200 have no permits but only 50 have been suspended? who owns the other 150 :-)

Another one is how they steal the sidewalks. Around my house around 5 years ago there were sidewalks. Then one person put up the inevitable cage, then another, now they have all gone... :lol:

Land Ministry issues new guidelines for safety of construction

The Ministry of Land Management today issued new guidelines to all relevant authorities in a move to improve quality and safety of construction, following the recent building collapses in Kep and Preah Sihanouk provinces.

According to a statement dated January 10, Land Management Minister Chea Sophara said under the new guidelines, the ministry strongly forbids the implementation of activities, including the ban on building, repairing, demolishing, or opening a construction of a building without permit.

In the guideline, Mr Sophara forbids builders to carry out construction work or building demolition without a license or certificate provided by the ministry, and prohibits construction work or demolition without responsible engineers.

He also said that workers and people are strongly barred from stay in any building under construction, even if it is temporary and unrelated, people must not enter any construction site.

Mr Sophara noted in the guidelines that any construction without permit from related authorities must not be occupied.

The focus has been not-so subtly changed from the coastal (mostly) Chinese construction to Khmer construction in the middle of nowhere. Interesting...

Poipet is not the middle of nowhere. It serves as a big gambling base for Thais, and the Chinese are also investing a lot of money in the region.

Banteay Meanchey is the 13th largest province in Cambodia. With a population of 678,033, it ranks as the tenth most populous in the nation. The town of Poipet in the western part of the province is an international border crossing into Thailand.

Labor Groups Call for Sweeping Investigation of Building Inspectors

Officials from the national down to the local level should face an investigation into possible collusion and noncompliance in issuing and enforcing building permits, labor groups urged in a press conference on Wednesday.

The call came after 36 people were killed in a building collapse in Kep province last week, an incident Prime Minister HE dubbed a national tragedy. It followed a similar collapse in Sihanoukville in June that killed 28, and another in Siem Reap province in December that killed three.
