Crackdown on Building Construction Permits in Sihanoukville
Cambodia News,(Preah Sihanouk Province): It's wake up time for the Sihanoukville authorities and the Land Management Ministry, who have suddenly discovered that many of the constructions in Sihanoukville are being built without the necessary permits. The next step would be to inspect the credentials of construction managers, the architectual plans, and the quality of materials used. However, this is a step in the right direction.
Following the collapse of a building and the deaths of 28 people in Sihanoukville, officials are now inspecting the legality of other construction sites in the city. The Land Management Ministry has discovered multiple construction projects are being carried out without proper permits. The Minister of Land Management, Mr Chea Sophara, has informed that five construction sites without construction permits are being investigated.
Mr Kheng, the Minister of the Interior, has said that all administrative documents of construction sites in Preah Sihanouk province will be reviewed to see whether there are any irregularities.
Action has already been taken by the authorities on a coastal construction site situated in Rumduol Cheung village, Sangkat No 3, Sihanoukville. According to Ly Thmey, a provincial police official and the team leader, building has continued at this construction site despite the fact that it has not been granted a permit.
The construction has previously been banned by the Municipal Administration; however, the builders ignored the ban and carried on. The site has now been closed down by the authorities, following the law on the management of coastal beaches.
According to the official, there are many constructions being built illegally along this area of the coast.

Cambodia Breaking News (Sihanoukville): His Excellency Kuch Chamroeun, governor of Preah Sihanouk province, ordered the detention of two Chinese construction workers who did not comply with the authorities' instructions and continued to work on the construction of a building banned by the authorities. This is a general warning message to all construction sites to respect the building regulations in Sihanoukville. The new governor has said that the laws must be enforced.
On July 2, Mr. Kuch Chamroeun went to check three buildings in Village 2, Sangkat 4, in Sihanoukville and ordered the Chief construction workers to stop the construction temporarily to allow officials to do a technical inspection of the building sites.

Illegal Constructions on Otres I Beach
The Preah Sihanouk Provincial Hall ordered the demolition on Monday of two Chinese-owned steel-framed buildings on Otres Beach I in Stung Hav district’s Otres commune that were found to have encroached on the public beach.
Provincial hall spokesperson Kheang Phearum told The Post on Tuesday that new provincial governor Kuoch Chamroeun had ordered relevant authorities to strictly inspect construction standards in the province and act against development projects that encroach on state property.
Phearum said the authority completely levelled one steel-framed structure and allowed the owner of the other to voluntarily dismantle it by an unspecified deadline.
“Local vendors had leased the locations to Chinese nationals who constructed new structures differently from the original plans. There were only kiosks made from wood in the area, but after leasing the kiosks to foreigners, the new tenants built solid structures using steel frames."
“The constructions were unlawful and not allowed to be rebuilt because the locations are on state land,” he said.
Phearum said the authorities had so far inspected construction standards of buildings at more than 100 sites. He did not provide exact figures for construction projects in the province, saying only that their inspection was ongoing while reports were being prepared for national-level authorities.
Provincial tourism department director Taing Sochet Kresna said solid structures are not permitted on the beaches, while old structures are allowed to stay but required to maintain their original state until further notice.
“Otres is being made a model beach for the Sea Festival next year. So the provincial administration needs to maintain order, beautify the beach and protect the environment. New constructions will not be allowed to exist anymore,” he said.

Minister temporarily halts work at 22 building sites in Sihanoukville
Land Management Minister Chea Sophara has ordered the temporary suspension of work at 22 unlicensed construction sites in Sihanoukville.
Keat Sovon, chief of the Preah Sihanouk provincial construction office, yesterday said Mr Sophara issued the orders while inspecting construction sites in the city, along with Preah Sihanouk Provincial Governor Kuoch Chamroeun, on Saturday and yesterday.
“On Saturday, work at nine construction sites were temporarily stopped and today [yesterday] 13 more also had to temporarily suspend work because they did not have construction licenses,” he said.
Mr Sovon noted that the public and investors should request for construction licenses first before starting to build.
“Please people and investors request for licenses before starting to construct buildings,” he said, noting that work already done at the 22 sites ranged from 20 percent to 80 percent.
Mr Sovon noted that provincial officials and experts from the Land Management Ministry have inspected almost 600 construction sites in Sihanoukville for more than a month.
“Our officials inspected 595 construction sites in Sihanoukville over the past month and work on some other sites were also suspended,” Mr Sovon said, adding that he could not remember the number of sites involved.

Unsafe Sihanoukville buildings set for demolition
Preah Sihanouk province – Governor Kuoch Chamroeun has approved demolition orders for two recently-constructed buildings in Sihanoukville after they were deemed unsafe by officials.
On Monday, Mr Chamroeun held a meeting with all parties involved, including the building and land owners, to discuss the decision to have the buildings in Buon and Pi communes demolished.
Provincial Hall spokesman Kheang Phearom yesterday said Mr Chamroeun, who was recently appointed, is aiming to take a stronger stance against poorly constructed buildings than his predecessor.
“We are not reluctant to enforce measures […] the buildings must be immediately demolished,” Mr Phearom said. “The governor has already instructed the owners of the buildings and the lands to demolish the buildings themselves.”
Mr Chamroeun was appointed after former Governor Yun Min resigned following the collapse of a building in Sihanoukville that killed 28 construction workers in June.

Destruction Ordered of Chinese Beach Construction
Sihanoukville, Cambodia News: City authorities on 7 October 2019, issued a demolition order for a Chinese building that has twice been declared an illegal construction by Sihanoukville city officials. After these orders were ignored by the Chinese owner of the site, the authorities moved in to dismantle the building which is constructed without a permit next to the beach.

Preah Sihanouk Province, Cambodia News: On 23 October 2019, HE Kouch Chamroeun, Governor of Preah Sihanouk province, paid a visit to a Chinese construction site in Korki village, Bat Trang commune, Prey Nop district, Preah Sihanouk province.
The construction was being built illegally without a permit. After inspecting the construction site, HE Kouch Chamroeun ordered work to cease and the site to be closed down.
