Cambodia Breaking News,(Phnom Penh) - On the morning of December 29, 2019, the Anti-Corruption Unit (ACU) sent a deputy secretary-general from the Ministry of Foreign Affairs before the Phnom Penh Municipal Court for corruption.

Kruy Lim Heng, 45, deputy secretary-general of the Ministry of Foreign Affairs and International Cooperation, and former Cambodian Consul General in Kunming, Yunnan Province, China, was arrested on Dec. 27 for questioning about corruption during his tenure in China.

Kuch Kimlong, a spokesman for the Phnom Penh Municipal Court, declined to comment, citing a pending trial.

A source at the Ministry of Foreign Affairs and International Cooperation informed Swift News on the morning of December 29, 2019 that Kruy Lim Heng is accused of abuse of power involving visas issued in Kunming between 2016 and June 2018, as well as irregularities in the Consulate General's budget spending.

Former consul general accused of embezzling visa fees in China

Phnom Penh Municipal Court yesterday charged and jailed a former consul general to China for allegedly misappropriating funds from visa fees while he was based in Yunnan province from 2016 to last year.

Court spokesman Y Rin identified him as Kroy Limheng and said he was sent for pretrial detention at Prey Sar Prison.

“Kroy Limheng was charged with misappropriating public funds and embezzlement while he was the head of the Cambodian consulate in China’s Kunming city,” he noted. “The investigating judge decided to detain him in prison.

Limheng faces two to five years imprisonment as well as a fine of up to ten million riel [about $2,500] if convicted.

Mr Rin said that Limheng allegedly embezzeled fees paid for 2,100 visas while he headed the consulate.

Former Consul-General on trial for embezzlement

The Phnom Penh Municipal Court today began the trial of Kruy Limheng, former Consul-General to the city of Kunming, China and a former deputy secretary-general of the Ministry of Foreign Affairs, for alleged corruption and embezzlement of more than $30,000 from visa fees.

Presiding Judge Le Sokha said that Limheng, 45, faces four charges, including “intentional destruction and destruction; abuse of power; misappropriation of public funds” under Article 586, 592, 393 and 601 of the Criminal Code, and with “not declaring assets and liabilities” under Article 38 of the Law on Anti-Corruption.

If convicted, he faces up to ten years in prison.

He noted that between 2016 and 2018, Limheng embezzled a total of $ 35,000 from money paid for 1,443 visa fees.

Judge Sokha said that after Limheng was removed from work as the Consul-General on June 21, 2018, he stole an additional 217 visas (worth $7,595) from the consulate. He signed and stamped the visas, and gave them to his personal secretary at the consulate, in order to sell them to tourists and make more illicit money.

He noted that Limheng was later arrested on December 27, 2019 by the ACU in Phnom Penh. Judge Sokha said that Limheng’s embezzlement scandal was made public after he had an argument with the newly-appointed Consul-General, Eng Chea.

Cambodia’s former Consul general to the city of Kunming was convicted and sentenced to seven years in jail by the Phnom Penh Municipal Court today after being found guilty of embezzling more than $30,000 during his tenure in China between 2016 and 2018.

“The court has decided to convict and sentence him to seven years in prison and fines him [about $2,500] to put on the state’s budget,” Judge Sokha read the verdict today.

“The court orders him to pay $35,000 in damage to the Ministry of Foreign Affairs as the plaintiff,” he said.

Cambodia News, (Phnom Penh): The hearing on the former Consul General in Kunming, Yunnan Province, People's Republic of China, Mr. Kruy Lim Heng, was held by the Judge of the Phnom Penh Municipal Court on the morning of December 17, 2021.

The judge announced that he has decided to increase the sentence of the former Consul General in Kunming by three more years for money laundering, where the defendent bought a house in Phnom Penh for $308,800.
The verdict also ordered the ex-Consul to pay a fine of 100 million riels into the state budget and US$ 101,937 were confiscated.

Poor dude.
Just because he was in China.
Can you imagine those in charge of land authority... How much money they took from land transactions yet never get caught or brought up since it is industry practice which is laughable...
