U.S Ambassador to Cambodia: Patrick Murphy Suits Best as New Ambassador to Cambodia

Phnom Penh (FN), August 13 - U.S Ambassador to Cambodia William A. Heidt fully supported the Donald Trump administration's decision to appoint Patrick Murphy as new U.S ambassador to Cambodia.

"Patrick is a terrific nominee for the position. He has a distinguished record of service, is very familiar with Southeast Asia and knows U.S. foreign policy in the region extremely well”, said Ambassador William Heidt, according to U.S Phnom Penh’s Facebook page on Monday.
Murphy has also visited Cambodia several times while serving as Assistant Commissioner for East Asian and Pacific Affairs.

On August 10, President Trump announced his intention to nominate W. Patrick Murphy as the new Ambassador to Cambodia.
ImageMurphy is currently Deputy Assistant Secretary of State for Southeast Asia and is a career member of the Senior Foreign Service. He was previously Deputy Chief of Mission and Chargé d’affaires in Thailand (2013-2016) and Lesotho (2006-2008) respectively; and also served as Acting Special Representative and Policy Coordinator for Burma from 2012 to 2013.

Murphy's nomination will now be sent to the U.S. Senate, which under Article II of the U.S. Constitution, has the responsibility of offering “Advice and Consent” on a wide range of Presidential nominations, including Ambassadors.

William A. Heidt is the current United States Ambassador to Cambodia, who has served for three years. He was nominated on 7 April 2015, by President Barack Obama to succeed William E. Todd. ‘

Incoming U.S Ambassador to Cambodia Congratulates Newly Appointed Cambodian Ambassador to U.S

Phnom Penh (FN), Sept. 25 - Principal Deputy Assistant Secretary Patrick Murphy congratulated Cambodian Ambassador to U.S Chum Sounry on his official credentialing at the White House, according to U.S Embassy Phnom Penh’s statement on Tuesday afternoon.

“The United States looks forward to working with him and the Association of Southeast Asian Nations (ASEAN) to advance peace, security and prosperity across the Indo-Pacific,” the statement added.

President Donald Trump recently stated that the arrival of Cambodian ambassador in Washington is important on many levels, according to the press release of Cambodian Embassy to U.S dated on 17 September 2018.

“The arrival signifies the more than 25 years of restored relations we have enjoyed since the Paris Peace Accord,” President Trump told ambassador Chum Sounry.

It is worth noting that on August 10, President Trump announced his intention to nominate Patrick Murphy as the new Ambassador to Cambodia.

Outgoing U.S Ambassador to Cambodia Expresses His Regret as His Term Nears End

Phnom Penh (FN), Nov. 6 - At the signing ceremony of the Ambassadors Fund for Cultural Preservation (AFCP) and Memorandum of Understanding with Cambodian Ministry of Culture and Fine Arts on Tuesday, outgoing U.S Ambassador to Cambodia William A. Heidt expressed his regret as his mission to Cambodia will end late November 2018.

"By the end of this month, I will finish my mission in Cambodia and return to the United States. Amongst the issues I’ve encountered these past three years, the work that I like the most is to help preserve Khmer cultural heritage and bring it back to the original place,” Ambassador said, adding that: "I regret that my mandate as an ambassador is over, but I am delighted to be present at this special event.”

He underlined that signing ceremony event reflected good relations between the United States and the Ministry of Culture and Fine Arts of Cambodia.

Ambassador Heidt further added that "I am proud that the renovation project of Phnom Bakheng is one of the largest projects. We have funded $3.2 million for the project since 2004, which leads to other funds from the private sector and the generous donors in the United States”.

The U.S. Embassy Phnom Penh, in collaboration with the Ministry of Culture and Fine Arts, signed two agreements on cultural cooperation in Cambodia at the National Museum of Cambodia.

Phnom Penh (FN), Jan. 8 – The nomination of US Ambassador to Cambodia W. Patrick Murphy, of Vermont, returned to the President under the provisions of Senate Rule XXXI, paragraph 6 of the Standing Rules of the Senate, according to the decision on 03 January 2019.

As a Career Member of the Senior Foreign Service, W. Patrick Murphy was nominated to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Kingdom of Cambodia on 10 August 2018, replacing outgoing Ambassador William A. Heidt.

Nominations that are not confirmed or rejected are returned to the President at the end of a session or when the Senate adjourns or recesses for more than 30 days (Senate Rule XXXI, paragraph 6). If the President still wants a nominee considered, he must submit a new nomination to the Senate. The Senate can, however, waive this rule by unanimous consent, and it often does to allow nominations to remain “in status quo” between the first and second sessions of a Congress or during a long recess, according to Elizabeth Rybicki, Specialist on Congress and the Legislative Process, in her “Senate Consideration of Presidential Nominations: Committee and Floor Procedure”.

W. Patrick Murphy is currently Principal Deputy Assistant Secretary in the Bureau of East Asian and Pacific Affairs, Department of State.

W. Patrick Murphy, of Vermont, a Career Member of the Senior Foreign Service, Class of Minister-Counselor, to be Ambassador Extraordinary and Plenipotentiary of the United States of America to the Kingdom of Cambodia.

December - nomination rejected.

Bigger Republican majority in Senate

March - nomination approved

RINOS got tossed out?

Or was it some kind of procedural game played?
