Maybe the tax rebate was a little slow in arriving
Definitely an inside job.
Who the hell in their right mind would burgle here except someone who knew exactly where the cash was!

No security guard at all the night, he was on leave.
The security man at the Tax Department said that that night was his night-off.

I know, but maybe nobody had tried to break into the place for years so the guy just took off with his mates for some beers? Seems plausible given the explanation.

Stealing the BIG MAN'S dough is not a wise move.
Most sane people would not attempt it even if they knew there were no guards.
As it is most likely an inside job I suggest the people who did it buy a shovel - they will need it.

Yeah - they have constantly got their hand in my wallet, but sadly I haven't seen a penny of the perps 'tax-rebate' plan.
