ACU summons official over extra casino fines

The Kingdom’s anti-corruption body has invited a senior immigration department official to answer questions about $20,000 in fines that he received from a casino in Sihanoukville in August.

According to a letter signed by ACU chairman Om Yentieng on September 9 and obtained yesterday, the anti-corruption body received a complaint in August against Major General Yim Laly, deputy director of a department at the General Immigration Department.

It said that according to the complaint, a joint inspection group led by Maj Gen Laly on August 12 fined Sheng Cheng Casino in the city’s Muoy commune $8,805 for employing 57 undocumented foreign workers, but Maj Gen Laly received $20,000.

The letter does not mention when Maj Gen Laly must appear before the ACU, but it said he must explain why he received the additional $11,195.

“Please Major General Yim Laly, clarify the procedure of fining the casino and why the additional money was received,” it said. “Provide supporting documents soon.”

Maj Gen Laly could not be reached for comment.

According to a joint inspection group report signed by Maj Gen Laly on August 13, a casino representative gave the inspection group the extra $11,195 because the casino was not able to provide the passports of other casino employees due to time constraints. It said that if the casino had provided the passports, it would have led to profit loss.

The report said the casino provided the inspection group with the money for their expenditures and that receiving it was agreed upon by all of the group’s members.
