Russian Man and Ghanaian Man Go to Immigration to Request Deportation

We might have to start a "Send Me Home Please, Mr Immigration Man" thread. It seems to be popular among down and out foreigners to request deportation lately.
Cambodia Breaking News (Phnom Penh): On September 04, 2019, at 10:30 am, two foreigners went to the investigation and procedure office of the Immigration Department asking for help to send them back to their country. They had no passport and no money to pay for the visa.
1. A 34-year-old Russian man, PODOPROSVETOV OMITRY, came to Cambodia as a tourist in 2016 through Phnom Penh International Airport.
2. A 33-year-old Ghanaian man, JAMES AWUAHASAM, came to Cambodia as a tourist on April 4, 2019, through Phnom Penh International Airport.
The two foreigners were duly detained, and their case will be processed following the legal procedure.

Wtf? More guys without passports. Do they just lose them, sell them, or are they stolen? How come so many expats get arrested with no passport?

Detained is not the same as arrested. They will soon find out that the was a tourist scam to get a free ticket home!

My guess would be that the passports either expire or are lost. The guys might be on a mad bender and just straight out lose them, or they might have been left as collateral on a rental bike or for a room or something.
How come so many expats get arrested with no passport?
I'm not sure if expats is an appropriate name for these guys. Lost travelers might be more accurate.

if you genuinely end up on the street everything will be stolen, altho most likely they sold them first

Obviously, without seeing their passports, I have no idea which one is which or from where.
