Never too late.
And this kind of education campaign, if done well, can really help with this kind of issue.
Thanks Adam, it's good to hear about this initiative.

That is what everybody, including ourselves, said about europeans in Asia until very recently.
It's true that chinese people within China are currently experiencing a fever of hubris and chauvinism. This does seem to make it especially hard for them to learn respect for other cultures.
But i reckon you can have some faith in basic human instincts, and education.
After all, even we learned to respect, in time.

The mainland Chinese won’t need to learn and respect for too long. A few mainland Chinese cities relocated to the Kingdom of Wonder more than outnumbers the entire Khmer population.

Westport relocation is already underway. After the construction workers leave, how many Khmers will be left?

I have not seen any signs of increasing respect by barang in Asia. To be fair brits still act like utter twats in european resorts , and they ahve had 30 years to learn not to didd the Spanish/Frecnh/Greeks. It is alos abit like walkign round an English versionof chinatown with all the expats bars and "british" pubs. the only difference between western tourists and chinese is quantity and cash

Culture and traditions? All they need to understand is that it's bad form to have huge gang fights, kidnap people, set up huge scamming centers, shoot people or beat up translators. I don't hear of too many barangs doing those.

Yes,true JB. But not talking about the criminals here, or even about a chinese takeover.
This guide/advice that the OP refers to is for the tourists. I can't help thinking a bit of basic explanations on how to mix with the locals would be a good thing.
Many, not all, of the problems comes from just basic ignorance that other cultures think a bit different.
