US fines companies exporting goods via Cambodia to dodge Trump’s trade war tariffs on China
The companies were located in a Chinese-owned special economic zone in Cambodia, said a US embassy official.
China is Cambodia’s biggest aid donor and investor, pouring in billions of dollars in development assistance and loans through the Belt and Road Initiative

The United States has fined several companies for exporting goods via a Chinese-owned special economic zone in Cambodia in a bid to dodge President Donald Trump’s tariffs on Chinese imports, a US embassy official said on Wednesday.

“The Department of Homeland Security has inspected and fined a number of companies for evading tariffs in the United States by routing goods through Cambodia,” US embassy spokesman Arend Zwartjes said in an emailed statement.

“These companies are located in Cambodia’s Sihanoukville Special Economic Zone,” said Zwartjes, who did not name or say how many companies had been fined for avoiding the tariffs, how large the fines were, or what goods the companies had been exporting.

Phnom Penh – A China-owned special economic zone in Cambodia has denied that its firms have been fined by the United States for transhipping goods from China in a bid to dodge U.S. President Donald Trump’s tariffs on Chinese imports.

US Embassy spokesman Arend Zwartjes told Reuters in an emailed statement on Wednesday that the Department of Homeland Security had inspected and fined a number of companies inside the Sihanoukville Special Economic Zone (SSEZ) for transhipping goods through it to avoid the tariffs.The spokesman did not identify any companies or say how many had been fined for avoiding the tariffs, how large the fines were, or what goods the companies had been exporting.

The US has urged the Cambodian government to help crack down on companies using a Chinese-backed special economic zone to evade US tariffs.

The US embassy in Phnom Penh said there had been two cases since 2017 where US officials found companies operating in the Sihanoukville Special Economic Zone (SEZ) – an industrial park funded and jointly run by Chinese investors – were shipping goods there to avoid US anti-dumping duties.

These products were found to have originated from China, and included glycine, a chemical compound used in food and pharmaceuticals, and steel pipe fittings.

Emily Zeeberg, an information officer at the US embassy, said the US would “aggressively pursue” allegations of duty evasion
, using legal tools such as criminal and civil penalties and other enforcement actions.

“In both cases, US officials conducted on-site inspections in the Sihanoukville SEZ and determined that, although being represented as Cambodian, the goods in question were of Chinese origin on importation into the United States,” she said in a statement on Friday.

“We call on Cambodian government authorities to look closely at governance and compliance issues at the Sihanoukville SEZ.”

That’s because they are simply utilising the US federal tax code to their advantage.
Plus Trump lowered their tax obligations.
And they legally don’t have to collect sales tax.

But they do employ nearly 700k who do pay tax and buy stuff and have mortgages etc.

Boycott Amazon!

Chinese companies appear to be trying to dodge the tariffs imposed by the United States as part of a punishing trade war by redirecting their shipments through Cambodia

“The trade war between China and the United States dealt a blow to the Chinese economy and many of my friends back in mainland China are looking at whether they can use Cambodia as a transit spot to escape those tariffs,” said Kong Linghu, manager of Enterex (Cambodia) Industrial Co, a Taiwanese firm that established a base in the Sihanoukville Special Economic Zone (SSEZ) in Cambodia in 2015.

“Although Cambodia’s certificate of origin requires only 40 per cent of a product to be originated from the country, it’s still a relatively high bar,” said Kong, whose company mostly makes car parts for export to Europe.

The SSEZ is located 210km (130 miles) west of Phnom Penh and was built as a joint venture between China and Cambodia under the Belt and Road Initiative, Beijing’s ambitious trade and infrastructure development plan. Most of the 165 companies in the zone are Chinese-owned.

In June, the US inspected and fined a number of companies based in the SSEZ for evading tariffs by re-routing goods through Cambodia. The move came after Vietnam’s customs department found scores of exporters illegally relabelling Chinese goods as “Made in Vietnam” to avoid US tariffs.

Although the US did not say how many Chinese companies were fined or how big the fines were, the operation coincided with record high Chinese exports to Cambodia, one of Beijing’s biggest supporters within the Association of Southeast Asian Nations.

“Chinese businesses are worried that the US might impose more tariffs on Chinese products and companies in Cambodia when the trade war intensifies,” Kong said.

Zhao Shanshan, a manager at the SSEZ, said “many products assembled at the industrial zone are for export to Europe and the US”.

Since the US imposed punitive tariffs on China last year, China’s exports to Cambodia have steadily increased. In the first half of 2019 shipments rose 30.7 per cent year on year to US$3.77 billion, according to China’s General Administration of Customs.
Similarly, Cambodia’s exports to the US in the first quarter of this year rose 22.4 per cent year on year to US$820.66 million.

Xu Liping, an Asian affairs expert from the Chinese Academy of Social Sciences, said that while some Chinese companies might be trying to use their Cambodian bases to get round the US tariffs, there was a limit to how many of them the Southeast Asian country could support.

Then the line that says tax and inflates the bill on my purchases at Amazon have been just a figment of my imagination?

Can I quote CEO and get a refund back from Amazon?

That's not Amazon paying, just Amazon collecting. Different story.
