Filipino English Teacher Arrested for Pedophilia on 4-Year-Old in Kandal

Cambodia Breaking News (Kandal): A 27-year-old Filipino national, Roman Palo Aquino, a teacher at Westland International school, was arrested for pedophila, in Takmao city, Kandal. The victim was a four year old girl, a student at Westland International School.
According to the victim's mother, at 10:30 am, on May 09,2019, she took the daughter from school and took her to take a shower. Then she took off the victim's clothes she found blood on the victim underwear. So then, then she took her daughter to the hospital. The doctor told her that, the victim's vagina got cut. After that, she asked her daughter what happened to her. The little girl told her that when she was at school, she asked her teacher where to go for a pee. Her teacher took her to the toilet and played with her vagina.
On May 10, at noon, the victim's parent file the complaint at Takmao police station. The suspect was arrested for questioning. The suspect hasn't confessed to the crime, but his case is being prepared for court.

CPU Calls for All schools to have mandatory Working with Children Checks after arrest of Philippine National for Rape.
A Philippne National employed at a school in Kandal has been arrested by Takhmao police after allegedly raping a 4-year-old girl in a bathroom at 10:15 am, May 9, 2019 in Takhmao, Kandal Province.
The suspect, a 27yr old, Filipino, works as a English teacher and was living in Toul Tum Pong, Khan Chamkar Morn, Phnom Penh.
CPU were notified and assisted the victim throughout her forensic examination and formal complaint prior to the male being arrested.
I implore all Educational facilities it is imperative that ALL staff interacting with children provided a current Working with Children or Police clearance from their home country or previous country of employment BEFORE they are accepted to your facility. Failing to ensure that your staff have the appropriate clearances in 2019 could well amount to negligence especially if that individual has a prior history of child abuse or sexual assault.

Filipino teacher charged over rape of student
Kandal Provincial Court yesterday charged a Filipino teacher, who taught English at a private school in Takhmao city, over the rape of a four-year-old girl who was his student.
Colonel Sar Keopiseth, chief of Takhmao city police, identified the accused as
Roman Palo Aquino, a 27-year-old teacher who taught English at Western International School in Kandal province’s Takhmao city.
Col Keopiseth said the victim was a four-year-old girl who was a student of Mr Aquino.
Col Keopiseth said that Mr Aquino was charged with rape with aggravating circumstances and faces seven to fifteen years in jail if convicted.

This could be implemented and enforced but there are some who may not have a previous record so other measures are needed. There should be systems where the environment is more closely monitored, where other staff are pro-actively checking on any possible inappropriate behavior, and CCTV is used effectively. Some simple safeguards could go a long way.

Or is there an established procedure for police to contact them when the police are informed of this type of thing by a family?

Looks like a group of "Concerned Friends" are cheerleading for this rock spider with a change.org petition for his release
(He got sentenced to 7 years on the 13th October 2021)
Interestingly none of the "concerned friends", or anybody else for that matter, have signed said petition
