Why is it that a lot of Chinese being nabbed in Cambodia have no passports ?
Is there a reason they would with-hold them, or perhaps they never had one in the first place which implies a lot are getting into Cambodia illegally ?

They believe they're above any law, plain and simple.

Mainland Chinese follow their government’s example. Mainland Chinese make the law so are never above the law.

I think it was Frank Lee Bent who noted that many absconding chinese workers were turning up in the crime statistics here.
After escaping their indentured/prison-labor/"contracted" jobs in the construction industry they turn to crime.

That makes sense to me, and their passports would still be held by the employer .

Yes, it's standard practice for people traffickers to keep their victims' passports to prevent them from escaping.
In the case above, the two illegal Chinese were trying to enter Cambodia from Laos. But it's quite possible that they are on the run from a "contracted job" (Chinese work gang) in Laos where their passports could have been confiscated.

And, as a word in favour of the so-called Chinese "criminals", remember that many of them may have been arrested for "crimes" against the Chinese state, local authorities, powerful neighbors, or anyone in the Communist Party.

It couldn't be impossible to get from Yunnan through Laos into Cambodia by dodging the main border posts and using bogus ID in between. And even if these dudes had valid passports, they might have had reasons to ditch them just to delay any actions by local law enforcement.
