Drunk Officer Detained for Shooting and False Arrest

Phnom Penh, Cambodia News: A 47-year-old officer working in the criminal department of the Ministry of Interior, and another unidentified man, were arrested after firing 5 gunshots at a couple in a Range Rover car, on May 02, 2019, at 1 am, on street 363/628, Sangkat Chbar Ampov, Phnom Penh. The victims were identified as Poris Storan, 34-year-old man, and his wife, Tang Sokleng, 31-year-old.

The victim said that before the incident he and his wife were going to eat something near Deum Kor market, and while he was driving the car near The Rock Club, two suspects drove a Lexus car alongside them, beeping the horn. The suspect said to the victim that he was going to arrest him, and told him to drive the car to Khan Chba Ampov police station, but the victim didn't follow him so officer drove past them, stopped the car, and fired five shots at the victim's vehicle. The victim's wife was so scared that she passed out and she was sent to the hospital.

The police went to the scene and detained the suspects for questioning. The victim filed the complaint at the police station to let the police follow the legal procedure.

Phnom Penh (FN) May 3 – The general public applauded national police chief Neth Savoeun for sending the drunk police officer who opened fire on citizens to court.

At about 12am on Thursday, Phoris Storann was driving his Range Rover with his wife from Phsar Doeumkor to his home in Chbar Ampov district. When Storann was in front of the now-closed Rock Entertainment, Nakry, who was drunk driving a Lexus 330, chased after them and stopped in front of their car, accused the victim of overtaking him.

Nakry ordered Storann to get out of his car and apologise to him, but Storann refused and denied that he did not overtake Nakry. At about 1am in Chbar Ampov district’s Nirot commune, Nakry managed to stop the victims again. Nakry walked toward the victims’ Range Rover and fired five bullets completely destroying the rear window.

Storan’s wife fainted and was taken to a hospital emergency room. The latest update confirmed this Friday that she had a miscarriage of the three-month old baby.

Wow, caused a miscarriage. Good to see stuff like that making the news nowadays. Not so long ago it would have been more word of mouth than anything else.

General arrested for opening fire on civilians
Chbar Ampov district police on Thursday arrested a one-star general working at the Ministry of Interior after he fired five bullets at a married couple and damaged their Range Rover.

Colonel Em Saravuth, chief of Chbar Ampov district police, identified the suspect as Brigadier General Duong Nakry, 47, the deputy chief of Penal Police Department at the Ministry of Interior.

“He was drunk and was angry at the victim for overtaking his car,” Col Saravuth said.“He took out his gun and fired bullets at the victims’ rear window, which caused it to be completely destroyed.”

Col Saravuth noted that after the shooting, Brig Gen Nakry drove his car and managed to flee from the location before he was arrested at about 2am in Chbar Ampov district.

Lieutenant General Sar Thet, Phnom Penh police chief, confirmed yesterday that Brig Gen Nakry is being temporarily detained for questioning at the municipal general crimes police department.
Lt Gen Thet added that Brig Gen Nakry is accused by police of illegal use of weapon and intentionally causing damage.

UPDATE: Phnom Penh, Cambodia News: On the morning of May 4, 2019, the investigating judge Pich Suiupruth ordered Brigadier General Duong Nakry to be charged with two offenses: "Attempted murder and use of unauthorized weapons".

The charge of attempted murder means that the accused faces a jail sentence ranging from 10 years to 15 years, and on the second charge of using unauthorized weapons, he faces up to 6 months to 2 years in prison.

Uh, what about the actual murder that took place, you know, when the woman miscarried her baby due to the severe shock and trauma resulting from having 5 hollow points blast past her head.

I'm not sure how far along the woman has to be in her pregnancy, but in some jurisdictions in the US, I think if the unborn baby dies during the course of a felony being committed on the mother, then that's murder.

But then again I don't know what the 'Khmer Culture' stipulations are regarding unborn babies.

General held over attempted murder
Phnom Penh Municipal Court on Saturday charged a senior penal police officer working at the Ministry of Interior with attempted murder and illegal use of weapon over a violent shooting incident last week.

The accused, Brigadier General Duong Nakry, 47, is the deputy chief of the Penal Police Department at the Ministry of Interior.

Brig Gen Nakry, who was arrested on Thursday, is now facing up to 10 years in jail if convicted. He is currently being held in prison pending trial.

Captain Sok Rith, a penal police officer at the Municipal General Crimes Department, yesterday said Brig Gen Nakry admitted to firing five bullets, but denied it was an attempt to kill the victims.
“He confessed that he shot the victim’s car because he was angry with him for fleeing and not settling the argument at the district police station,” Cap Rith said. “But he did not intend to kill the victim.”

Brig General sentenced over attempted murder
Phnom Penh Municipal Court today handed down a 10-year sentence to a senior penal police officer after he was found guilty of attempting to murder and unlawful use of weapon over a violent shooting incident.

The accused, Brigadier General Duong Nakry, 48, who was arrested last year, was the deputy chief of the Penal Police Department at the Ministry of Interior.

The court spokesman Kuch Kimlong said Presiding Judge Koy Sao convicted the accused of attempted murder and unlawful use of weapon in Chbar Ampov district on May 2, 2019 under articles 27 and 199 of the Penal Code and Article 20 of the law on Management of Weapons.

According to a police report, the victim Phoris Storann, director of a security company living in Prek Pra commune, was driving in a Range Rover with his wife Taing Sokleng, at around 12 am on May 2.

On Monivong Boulevard in front of the Rock Entertainment Center in Chamkar Mon district, Brig Gen Nakry, who was drunk and driving a Lexus 300, got into a traffic dispute with the couple, said the report.
