Chinese Torturers Arrested in Phnom Penh Borey
Cambodia News, (Phnom Penh): According to a police report this morning, last night at 9:35 pm on April 6, 2023, two Chinese men were arrested for torture and illegal detention in Borey Chhouk Va 2 in Sangkat Samrong Krom, Khan Por Sen Chey, Phnom Penh.
According to the source, the Samrong Krom Sangkat Police Chief said that before the incident, they received a report from some people in the borey, who were living next door to two Chinese men. The report said that they had seen the Chinese men torturing another Chinese man who was being held captive, and who was gagged and tied up by the hands and feet.
The Police Chief then ordered a raid on the house at 9:35 pm on April 6, 2023, and two Chinese men were captured as they attempted to flee the premises. They have been taken to the police station for questioning and will be maintained in detention for further interrogation.
An ambulance was called to transport the injured kidnap victim for emergency treatment at Preah Kosamak Hospital.

Cambodia News, (Phnom Penh): On the morning of April 10, 2023, Por Sen Chey district police sent two Chinese nationals to the Phnom Penh Municipal Court to be investigated by Mr. Plang Sophal, Deputy Prosecutor, in connection with a case of aggravated violence committed against a Chinese man, who was found bound and gagged when he was rescued by police.
The two suspects are MA JIAN DONCO, male, 38 years old, false occupation, and WANCO YON FU, male, 42 years old, false occupation, both living at house No. 40, Borey Chhouk Va 2, Khan Por Senchey, Phnom Penh.
According to the police, at around 10 pm on April 6, 2023, Cambodian residents of Borey Chhouk Va 2 reported to the police that two Chinese nationals who were living in the house above them were using violence on a Chinese man and they were concerned for his safety. The police arrived just as the two Chinese men were trying to transport the victim from the building to a vehicle, presumably to be dumped somewhere. The victim was found gagged and bound hand and foot, he was unconscious and had been tortured.
Fortunately, after receiving a call from the concerned neighbors, the police force of Po Sen Chey district moved swiftly to arrest the two suspects and also free the victim, who was barely alive. The suspects were taken to the police station in Po Sen Chey district for questioning and will appear in Phnom Penh Municipal Court. The victim is still in hospital.
