Neighbors Call Police After Local Drug Addicts Become Scary and Violent

Phnom Penh, Cambodia News: On February 27, 2019, a drug-addicted man, named Kong Sopheaktra, became crazy and so violent that he scared the neighbors. In the end they called the police.
The police arrived, and detained the man who was causing the disturbance in Prek Takong village, Sangkat Chak Angrang Leu, Khan Meanchey, Phnom Penh. They also detained other drug-addicted friends of his, who were using so much drugs that they had become mentally ill, and police sent them all to the Ministry of Social Affairs for treatment.

Nice foodwear by the policeman. If he has to chase someone he has a slight edge over those flip flop guys.

No mention as to which drugs the individual was indulging in so I'll play it safe and assume alcohol.
It's a safe bet because usually when people are scary and violent? It's because they're drunk.

True, alcohol is the worst for that, but could also be methamphetamine.
