Prime Minister HE said on Sunday that Cambodia’s recent history of conflict was caused by foreign interference.

“The wars that happened were caused by provocation, incitement, support, smearing and interference from foreign powers, and the group of ignorant people who pushed Cambodia to plunge into wars and genocide regime,” HE wrote on his official Facebook page.

Wasn't he sat on one of the Vietnamese tanks as they rolled into Cambodia? So he certainly should know all about that.

He is right of course. It's unlikely that the conflicts here would have gone on from village level spats if it weren't for the interference of foreign powers.

Foreigners were interfering in Cambodia at a major level since at least the early 19th century, so it would be helpful to be more precise. [Edit: and they were often invited!]
On the other hand, if the pro-VN KR would have gotten the upper hand, the horror of the late seventies might have been avoided (see Laos and the historical similarities).
The problem I have with pointing at others (besides it being a local pastime) is that it fails to address the very Cambodian nature of the genocide. It's a bit like saying that the Nazis were just a product of the treaty of Versailles.

It’s easy to put the blame on others. Of course he is right about the foreign forces, but it’s up to the internal leaders to stand against anything that doesn’t serve the country, if they were true patriots and would want to protect their country and not themselves, primarily. But then you probably die or get exiled. So it’s the same everywhere. The major powers always support someone who they can control, not someone who’s loyalty belongs to his/ her own people, let alone humanity. I prefer to die with honor than to live with shame. The tragedy is that those who were in leading positions during those genocides, often die without being sentenced. When men with integrity come to power they die soon.
