Chinese Man Strips & Attempts to Mount Moving Cars on Monivong

A Chinese man suspected of being under the influence of drugs stripped down to his underwear and tried to mount cars travelling on Monivong Blvd last night. It happened at about 11pm in Phsar Thmei 3.

The cops arrested the man and sent him to the hospital.

I found the subject somewhat misleading. I fully expected it to be a story of a chinese mechanophiac.
