Man Found Hanged in Police Custody

Phnom Penh, Cambodia News: At 3:20 pm on November 28, 2018, a prisoner hanged himself while in custody at the Inspectorate of Police in Khan Chbar Ampov.
The victim, Kim Chhun Touch, a 36-year-old male, was a local thief and drug addict. He was being held on charges of theft, and police said that he had also tested positive for drugs at the time of his arrest.
The police report said that the prisoner had committed suicide by hanging himself from a cell window. They did not permit the press to take any photos of the body.
