Sihanoukville: On June 22 2018, the police received a complaint from a 31-year-old Cambodian Taxi driver, Kong Ti, who got robbed at gunpoint by a Chinese man at 10:40 pm in Sangkat 3, Sihanoukville.

The victim said the suspect contacted him by WeChat to get a visa extension for his passport, and they agreed to meet up. However, when they arrived at the rendez-vous, the Chinese man held up the taxi driver at gunpoint to steal his driving license, Cambodian ID, and car identification documents.
[It is not specified in the text if the car, a Rolls Royce, was also stolen, but this appears to be the case.]
After receiving the complaint, the Chief of Police General Chun Nareth, coordinated by Mr. Kean Sothearoth, prosecutor of the Sihanoukville Provincial Court, ordered the police to search for the suspect. That same evening, at 11 pm, the police found and arrested a Chinese national, Ly Ker Xing, 24 years old, at CASA club.
During the arrest, the police confiscated evidence of the crime, including US $ 500, a pistol with 3 bullets, and a Rolls Royce with number plate no. 2BP-6666. The suspect was taken to the police station to follow legal proceedings, while Sihanoukville police have been directed to continue searching for 3 other accomplices.

The suspect is a casino driver.
The Preah Sihanouk provincial police arrested a Chinese national on Friday night, June 22, on charges of robbery.

According to the National Police report, four Chinese men contacted the victim (a taxi driver) via WeChat. They relieved him of $500, ID cards, and his vehicle documentation at gun point. They then fled in a Rolls Royce.

The police investigated and arrested a suspect at CASA Entertainment Club, while other three Chinese men are at large.

The suspect was identified as Ly Ker Xing, 24 who is a driver for a casino in Sihanoukville.

It depends if you are a rich Chinese I think. Most of the Chinese financial crimes, kidnapping and extortion etc, are directed against Chinese nationals.

[Police officer] Mr Phally said that on Friday evening at about 6pm, a group of four Chinese men in a Rolls Royce chatted by Wechat Messenger with taxi driver Kong Tipor, 31, and asked him to take them to have their visas renewed in Bei commune.

“But when the taxi driver met them as agreed, one of them pointed a gun and threatened to kill him if he shouted for help,” he said. “While the suspect was pointing the gun at the victim, the other three Chinese men robbed the victim of his money and other things from his car. After stealing the victim’s properties, they drove away in the luxury car.”

He added that one of the four suspects was later arrested by provincial police on the same night at a Chinese-owned night club. After his arrest, police seized a pistol, three bullets, $500 and the Rolls Royce, which was stolen.

Was it here or on Facebook that someone said the taxi driver, having had a job as a gofer, had decided to retain $500 of money given him to get visas etc instead of providing the service. So he was tricked back by an anonymous Wechat to return, where his former customers manifested their displeasure with his business model.

EDIT - Expats Shv:
