That's a popular tactic of drug traffickers. They think it makes them look less conspicuous. Some even use the kids as mules.

Two Thai women arrested over possessing drug
June 4, 2018
Two Thai women along with a boy were arrested yesterday at the Phnom Penh International Airport after they were found hiding drugs in their jackets, a senior official said.

General Meas Vyrith, secretary general at the National Authority for Combating Drugs, said on Monday that the suspects were not the ringleaders and they were just mules.

“They are Thais and actually, they are not the ringleaders who own the drugs. How can they have a lot of money to buy that large amount of drugs for trafficking? They are mules and the two women were arrested along with a child. It is a way to disguise themselves as a normal people to avoid our police’s notice,” Gen Vyrith said.

“However, we have our mechanism to track down the drugs by just looking at them,” he added. He then refused to further comment about where their departure and destination were and weight of the seized drugs for fear that it might disrupt the investigation.

“We cannot comment on the weight of the drugs because we haven’t weighed it yet. If we give the right amount of them at this time, it will let the ringleaders ordering them to transport drug know and escape. We will keep it until we can get the information leading to an arrest of the big fish,” he said.

However, local media reported that more than 4 kilograms of methamphetamine packed into three jackets were seized and headed to Japan.
