Chinese face 30 years in rape case

Phnom Penh Municipal Court yesterday began the trial of two Chinese nationals accused of kidnapping and rape in 2016, after years of delay following multiple changes in defence lawyers.
Seng Rithy, municipal court judge, identified the accused as Dai Ze Qing, 43, and Yang Qui Feng, 39, both Chinese nationals living in Cambodia.

The judge said that they were charged with kidnapping, rape and extortion, charges that could see both men imprisoned for up to 30 years.

Judge Rithy said that the accused were arrested in Kandal province in 2016 after police discovered that they kidnapped and raped a Chinese masseuse in Por Sen Chey district and demanded a ransom from her employer for her release.

Chinese nationals jailed for rape and extortion

- Two Chinese mafia members were jailed for 15 years each yesterday for kidnapping and raping a masseuse and trying to extort $10,000 from the boss of her shop.

Dai Ze Qing, 43, and Yang Qui Feng, 39, were arrested in November 2016 in Kandal province after they kidnapped the 24-year-old Chinese girl who worked with a Chinese massage shop in Phnom Penh’s Pur Senchey district.

Presiding Judge Seng Rithy said they were charged by Phnom Penh Municipal Court with arrest, detention and unlawful confinement with aggravating circumstances, and rape.

“The court convicts them and sentences them to 15 years each,” the judge said.

Note that there has been a five year sentence reduction since June.

2 Chinese get 10 Years Prison for Extortion and Rape
Phnom Penh: On July 17, 2018, Phnom Penh court announced that two Chinese men, DAI ZE QING, 43 years old and YAN QUI FEN, 39 years old, are both sentenced to 10 years imprisonment on charges of extortion and rape.

On May 21, 2018, the Phnom Penh Municipal Court found the two Chinese nationals guilty of illegal detention, rape, and extortion. After the hearing, the director of the judges' committee said the sentence would be pronounced on July 17, 2018.

The two suspects were arrested on November 24, 2016, at 5:30 pm, at Dalavin guesthouse in Takmao city. They pleaded not guilty, saying that the sex was consensual, and that the victim was an accomplice in the extortion attempt.

According to the 24 year old Chinese woman victim, ZHAO XIA, at 12 am on November 23, 2016, a Chinese customer, DAI ZE QING, made an appointment to meet her at Kaysan market. When she was there, the suspect took a knife and forced her to get in his car and they drove to Takhmao city.
She says that both DAI ZE QING and YAN QUI FEN raped her, and then threatened to kill her if she screamed or went to the police.
The two men then called the victim's Chinese boss, asking for a ransom of $10,000 to release the victim, otherwise,she would be killed.

The boss transferred $ 200 to the suspect and filed the complaint to the police. After receiving the complaint, the police went to arrest the suspects and released the victim.

Bet they were surprised by the $200... So is time on remand counted to the total? Is that why? Or was it a bung?

Good call - I was actually flicking between windows and reading something on human trafficking, and confused myself. I think I'm getting old.
