Phnom Penh: On April 25, the authorities cracked down on a brothel on street 126, Sangkat Psar Thmey 2, Khan Doun Penh, Phnom Penh. The 3 Vietnamese women who are the mamasons running the brothel were arrested, Ngeang Hyech, 58 years old, Ngeang Men, 28 years old, and Ngeang Thove, 40 years old. The Vietnamese victims are two female minors, aged 15 and 19.



The condom situation
Cambodian police esteem that the presence of condoms, whether used or unused, indicates that the premises are being used for unlawful sexual activity. In this case, many condoms were found as evidence in different parts of the building: 12 new condoms were found in room 1, 2 condoms (1 used and 1 unused) in room 2, 2 condoms in room 3, 2 used condoms in the kitchen, and 4 note books as well as a large amount of condoms and other equipment were discovered in a room on the first floor.
Following the raid, the authorities prepared the case and took the suspects and the victims to the Department of Human Trafficking and Minors for further questioning.

The Vietnamese victims are two female minors, aged 15 and 19.

I don't want to get into murky arguments about the age of consent here or elsewhere (they both look very young), but since when was a 19-year-old considered a minor here or in any neighboring countries?

In a conversation I had with a district chief of police in P.P. I have known many years, the topic came up a while back about illegal brothels and 'under age' girls. He said that while a brothel is illegal under Cambodia law, they take on a 'pseudo' law approach that a sex worker in a brothel must be at least 21 years of age, as is the case in many countries around the world. Meaning, that if a sex worker in a brothel is under 21, she is deemed to be a minor.

This would explain how the police in this case deemed the 19 year old to be a minor.

I am curious how a condom can be used as evidence of prostitution. Does this mean that U.S. soldiers in years gone by who put condoms over the end of their rifle barrels to keep out sand were actually prostitutes?
