A Third Ring Road for Phnom Penh

- With Phnom Penh having outgrown its First Ring Road and the Second Ring Road due to open in 2019, the government is making plans for an even grander Third Ring Road that will encircle the the capital and ease traffic congestion. The proposed 47-kilometre road will be the outermost concentric circle around the capital, allowing vehicles to travel from one outerlying area to another without having to pass through the city itself.

According to Kong Sophorn, deputy governor of Kandal province, the Third Ring Road will form a semicircle that starts at National Road 4 west of the capital and arcs south and east to National Road 21 before crossing the river and heading northwards to connect to National Road 1. Overpasses will be built to cross National Road 4, 3 and 21, and a 25-metre-long bridge will span the Bassac River in Sa’ang district.

Sophorn said the Third Ring Road will extend a total of 47 kilometres, passing through two districts in Phnom Penh and three districts in Kandal province.

Good news

Now if only they can get the damn vendors out of the road on 271, and ban weddings/funerals on it, then perhaps traffic can use it

It has started in the airport region already, within a few days of the airport announcement.

Some shrewd locals realised that there would have to be an additional road as the city can only expand outwards from existing areas

There was an article in the PPP, but obviously did not include the new ring road

Take a ruler, extend the planned airport 5km south, and buy there.

The interesting question will be what is going to happen to all that airport land in Pochentong?

Phnom Penh (FN), June 29 - Presiding over the groundbreaking ceremony of the construction of $22 million Flyover Bridge at Chom Chao Roundabout near Phnom Penh airport on Friday, Cambodian Prime Minister HE said that there will be a signing ceremony between Cambodia-China to build the third Ring Road in Phnom Penh.

"We are working on the Second Ring Road, and will build the Third Ring Road in the future. We will also have more flyover bridges,” said Prime Minister HE.

Prime Minister HE asked for people’s understanding, disturbed by the construction.

Due to the rapid city urbanization, ring roads will reduce traffic congestion in capital and boost Phnom Penh development.

Phnom Penh’s $260M Third Ring Road to Open Construction mid Jan

Phnom Penh (FN), Jan. 3 – The $259 million Third Ring Road of the capital Phnom Penh of Cambodia will begin its construction in mid-January, presided over by Prime Minister HE.

The Ministry of Economy and Finance (MoEF) and the Export-Import Bank of China signed a $259 million concessional loan agreement to finance the construction in late July.

Shanghai Construction Group will be responsible for the construction of the Third Ring Road, supervised by Guangzhou Wanan construction supervision Co., Ltd from China.

According to Kong Sophorn, deputy governor of Kandal province, the Third Ring Road will form a semicircle that starts at National Road 4 west of the capital and extends from south and east to National Road 21 before crossing the river and heading northwards to connect National Road 1.

Phnom Penh’s third ring road breaks ground

The construction of Phnom Penh’s third ring road began on Monday,[14 Jan] with the 53km thoroughfare estimated to cost $273 million in a jointly financed project by China and the Cambodian government.

The ring road will be built by Chinese company Shanghai Construction Group Co Ltd, with technical inspections by Chinese-based consulting technical firm Guangzhou Wanan Construction Supervision Co Ltd. Construction is slated to take 42 months, with the road set to open by 2021. It will link National Roads 4 and 1, and stretch along 15.4km in Phnom Penh and 37.5km in Kandal province.

The road, which will be 27m wide in the capital and 25m outside, will be built using concrete and steel. It will be divided into two lanes in each direction, with a 3.5m wide garden serving as a median.

The road will also include a motorbike lane and a pedestrian sidewalk on both sides.

The project will cost $273 million, which will come from concessional financing by the Chinese government, with a contribution from the Cambodian government dedicated to compensating residents impacted by the road’s construction, mine and unexploded ordnance clearing and paying royalties.

Ring road prices steady

Property insiders do not expect land prices along the area of the government’s Third Belt Road project to see a large increase in the short-term despite it breaking ground. They said prices in the area already boomed last year.

The government held a groundbreaking ceremony at the construction site on January 14, presided over by Prime Minister HE.

The 52.983km length of the belt road is expected to cost $273 million under concessional financing from China and a counterpart fund from the Cambodian government.

It connects National Road 4 to National Road 1, passing through 15.424km of Phnom Penh and 37.559km of Kandal Province. The starting point of this road is at Km14 of National Road 4 and the end point at Km24 of National Road 1.

Lucky Realty Co Ltd CEO Dith Channa said though the public may believe land prices along the project will rise, it should not be expected to do so in the short-term.

“The news of the project has been coming for a long time, so buying and selling around the area has been booming since then. This is why prices will not increase [in the short-term],” he said.

Channa said the price adjoining the project between National Highway 3 to National Road 4 stand at an average of $200 to $300 per sqm, while the segment between National Road 3 and Koh Anlong Chin island costs between $150 and $200.

Hence, he said the average value from Koh Anlong Chin to National Highway 1 is between $25 and $40.

“Compared to two or three months ago [prices have] not increased. But compared to the beginning of last year, they had increased from 30 to 50 per cent for the area between National Road 1 and Koh Anlong Chin. Prices in other regions grew by about 10-15 per cent,” he said.
