In Sihanoukville. There are pictures of an Indonesian passport also, but the article doesn't mention any Indonesian getting arrested.

Preah Sihanouk, Cambodia News: On 28th November, 2018, General Choun Narin, the Sihanoukville police chief, instructed the anti-drug authorities to crack down on six areas of suspected drug trafficking by foreigners, principally Chinese and Malaysian nationals.

As a result, police conducted six separate drug raids in Sihanoukville and confiscated over a 100 packets of illegal drugs, mostly bags of methamphetamine, but also some liquid ketamine, WY yama tablets and marijuana.
All the suspects are due to appear before Sihanoukville provincial court on drug trafficking charges.
