Phnom Penh:
It's a well known fact that crowds attract pickpockets and thieves, so keep your wits about you while enjoying the Water Festival in Phnom Penh.
A warning poster posted by Department of Crime and Justice revealed 36 pickpockets which public has to beware of during three holidays of Water Festival from 2nd to 4 November 2017.

We should have a picture database for all of these fucks. It could come in handy when someone gets robbed, etc.

Some sort of machine learning app hooked into the CCTV system would be useful in knowing where they are.
